Sandia National Laboratories (Sandia), in Albuquerque, New Mexico intends to contract for engineering services to prepare studies, develop preliminary and final designs, and provide construction support services for the Heating Systems Modernization (HSM) project. Placement of a contract is subject to Agency approval. Sandia is a multi-program laboratory operated by Sandia Corporation, a Lockheed Martin company, for the United States Department of Energy (DOE). HSM is a proposed federal line item construction project. The purpose of the HSM project is to abandon the steam/condensate distribution system within Technical Area I and surrounding areas, decommission, decontaminate and demolish the central steam plant and related fuel oil storage and distribution system and replace the central system with a local boiler system and domestic hot water system tailored to the individual buildings currently served by the central system. In general, the goals of the project are to: ?Replace the existing central steam system with local (building or buildings specific) boiler heating systems. ?Install domestic hot water equipment to service the needs of the affected buildings. ?Install new gas utility piping to support the new local systems. ?Decommission, decontaminate and demolish the existing central steam plant and associate fuel oil storage and piping system. ?Decontaminate the steam pits associated with the steam distribution system and abandon in place. ?Accomplish all of the above with no or minimal impact on the building occupants. The estimated construction value of the project is roughly $50 million. The engineering and design effort will be performed under a Firm, Fixed Price contract and will provide the following elements: 1. Studies - Design investigations will need to be conducted to establish overall concepts for the preliminary and final design stages. These studies will include: ?Domestic water heating optimization ?Boiler optimization ?Boiler manufacturer pre-qualification ?Gas distribution system ?Construction package identification ?Steam system step-down plan 2.Preliminary Design Phase - Designs for each item of scope will be prepared that incorporate extensive investigation of the current record drawings and physical locations, taking into account the results of the studies identified above. Each design will include: ?Full identification of removals in each building (removal drawings). ?Design basis for all buildings included/equipment required. ?Flow and instrumentation schematics for each building. ?Floor plans showing layout of major pieces of equipment to be installed and demonstrating square footage requirements. Common elements to be developed during the Preliminary Design Phase include: ?Design of the gas system enhancements (~80% complete) required as a result of the model developed in ?Studies? above. ?Definition of the removals for the central steam plant and associated fuel storage and distribution system. ?Accumulation and summary of information related to steam pit remediation. ?Identification of SNL Standard Specifications to be used. ?Identification of special specifications to be generated, their source and an outline of expected content. ?Commissioning specification draft based on SNL concepts. ?Cost and schedule detail (estimates) for each construction package established in ?Studies? above with estimate detail documentation. ?Development of documentation and incorporation of SNL/DOE/Consultant documentation into a document or set of documents that satisfy the DOE Order 413.3 (latest version) requirements for Critical Decision ? 2 (CD-2), Approve Acquisition Performance Baseline. ?Support of an Independent Project Review by a qualified design firm selected by SNL/DOE. ?Changes and modifications to the documentation for CD-2 as directed by SNL. ?Regular project meetings to evaluate progress and coordinate design concepts. ?Timely communication of work performed/earned value and subsequent invoices. 3.Final Design Phase - The end result of this phase will be a series of construction packages that define the full scope of work to be accomplished in each building and the site utilities with clear delineation of the limits of responsibility of each party involved. This will include: ?Final design basis for each building and/or utility, documented per the SNL ?Design Basis Document? standard format. ?All drawings required to describe the removals, temporary systems (if required) and all new construction work. ?Completed special specifications. ?Complete Universal Construction Packages (UCPs) for each construction package. ?Cost and schedule detail for each construction package with documentation for all numbers used. ?Development of documentation and incorporation of SNL/DOE/Consultant documentation into a document or set of documents that satisfy the DOE Order 413.3 (latest version) requirements for Critical Decision ? 3 (CD-3), Authorization to Implement. ?Support of an Independent Project Review by a qualified design firm selected by SNL/DOE. ?Changes and modifications to the documentation for CD-3 as directed by SNL. ?Regular project meetings to evaluate progress and coordinate design concepts. ?Timely communication of work performed/earned value and subsequent invoices. 4. Administration of Construction - Once the design is completed as described above, a time and materials contract will be established that will allow for the design firm to review the construction in progress, to answer questions or to revise the design to address updated information. Specific items of scope to be accomplished in this phase include: ?Review and consultation on package bids and contractor pricing and scheduling vs. estimates. This will include attendance at the pre-bid and pre-construction conferences; ?Response to bidders? Requests For Information (RFIs); ?Bid package addenda; ?Review of elements of the construction proposals prior to award (as necessary); ?Review and approval of submittals; ?Review and disposition of construction related Requests For Information (RFIs); ?Participation in construction meetings (if required), site reviews and lessons learned. ?Support for construction related change orders; ?Redesign/design completion, as necessary, of construction packages planned for after FY07 based on the lessons learned from on-going or completed construction. ?Generation of as-builts drawings from the package drawings, contractor red-lines and updated design information. At this time, Sandia is only requesting Statement of Qualifications (SOQ) to establish a short list of qualified small business engineering firms. For the purpose for this request, the NAICS code applicable is 541330 and has a business size standard of $23.0 Million (under the Contracts and Subcontracts for Engineering Services Awarded Under that National Energy Policy Act of 1992). Selection of the short listed firms will be based on the SOQs that represent the most technically qualified based on the specific criteria listed below. Short listed firms will be sent a Request for Quotation (RFQ). Selection of the successful firm will be based on the RFQ that represents the best value to Sandia based on updated detailed criteria indicated within the RFQ and price. SOQs will be evaluated on: ?The demonstrated capability of the firm(s) to perform the type of work indicated above. ?The qualifications (education, relevant experience, and past performance) of the personnel that would be available to form a project team to provide the following services (listed in descending order of relative weight in the evaluation process): 1. Mechanical and electrical design for a. Heating boilers and piping b. Domestic hot water c. Heating, ventilating, and air conditioning d. Gas system modeling and construction e. Domestic plumbing; 2. Project management; 3. Architectural, civil and structural design for a. New boiler/mechanical spaces b. Application of current codes and standards to remodeled spaces c. Safe decontamination and demolition; 4. Cost estimating, scheduling and risk assessment related to estimates; 5. DOE Critical Decision package preparation. ? Location of principal office where work will be performed. ? Participation by New Mexico companies. Format for the SOQ: SOQs shall be six (6) individually bound copies of SF 254 and SF 255 prepared in an 8.5-inch by 11-inch format. Folded pages, 11-inch by 17-inch, may be incorporated into the response. Responses shall be limited to fifty (50) 8.5-inch x 11-inch pages and shall be numbered consecutively. Folded 11-inch x 17-inch pages shall count as two pages towards the 50-page limit. Cover or transmittal letters shall be one page and shall not be included in the 50-page limit. Index sheets/section dividers may be added in the response and not be included in the 50-page limited provided they do not present qualification information. No telephone or facsimile proposals will be considered.
