- As a result of an unsolicited proposal, NASA/HQ intends to negotiate and award a contract to the Ohio State University Research Foundation. The objective of this proposed worked is to develop an internet-based design resource for NASA engineers, technicians, and technical managers, as well as the interested general public. NASA/HQ intends to negotiate with Ohio State University on a sole source basis. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 22, 2004.
