Description
NASA/GSFC has a requirement for management support for NASA?s SDO Program. The contractor shall support definition, development and implementation of Level I, II, III, and IV requirements throughout all phases of the project lifecycle. NASA/GSFC intends to purchase the items from Constellation Software Engineering Corporation under the authority of 10 U.S.C. 2304 (c) (1)Only One Responsible Source, due to Constellation?s expertise in Software Engineering and Project Management supporting GSFC in the area of requirement and configuration management, requirement traceability analysis and system development and implementation of customized and commercially available data products. Constellation was instrumental in the definition and implementation phases of the Telelogic?s tracking requirements analysis tool ?DOORS? with the Solar Dynamic Observatory (SDO) Project. Constellation is the intended vendor on this program because of their proven knowledge and familiarity with the SDO project and their expertise in administering and managing requirements in the DOORS application. The government does not intend to acquire a commercial item using FAR part 12. See note 26. Also see note 22 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30p.m. local time on September 29,2004. The capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
