- Description
- NASA/MSFC has a requirement for the rental of one Six Degree of Freedom (6DOF) Measurement System to support the verification of the Dynamic Overhead Targeting System. The requirement also consists of technical support for integration issues and for engineering support during the test runs. NASA/MSFC intends to purchase the item/services from Leica GeoSystems, Inc., pursuant to FAR 13.106 for the acquisition of supplies and services determined to be reasonably available from only one source. Competition is impractical for the following reasons. Leica Geosystems, Inc. is the only company with both the necessary precision and wireless walk-around Coordinate Measurement Machines (CMM) with the capability to support dynamic measurements in the MSFC test configuration. These tests require measuring Dynamic Overhead Targeting System (DOTS) tip position within the volume of the facility, and not a typical 4-6 inch CMM capability. A collection of sensors will impact our ability to perform this verification now and our ability to reliably repeat verifications in the future. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
