- INCLUDE STATEMENT OF WORK: Statement of Work Secure Compartmented Information Facilities (SCIF) 1. Background Three secure rooms located at the Library of Congress must meet requirements set forth by the Central Intelligence Agency?s (CIA)directive in order for the Library to store classified information. The Library is replacing an AOC electronic security system with a Library owned and operated system. This requisition is for services to effect this transition while retaining required regulatory agency compliance. 2. Scope The work involves replacing the electronic security components associated with three rooms: two inside the Manuscripts division ( Madison Building ); and one inside the area currently controlled by the Committee on Homeland Security ( Adams Building ). As part of this effort, the contractor will provide a certificate for each room that certifies compliance with the CIA?s requirements as well as guidance and recommendations in ensuring that all operational aspects of the directive are met. 3. General Requirements The contractor will install intrusion detection and access control devices and integrate into an existing security system. The contractor will provide certificates for each secure room. The contractor will, with input from the Library COTR, develop and produce a "Records and Dispatch System". 4. Specific Requirements The contractor will install, configure and test a Software House compatible components in the areas identified under item 2. These components must meet requirements stated in the CIA?s DCID 6/9 and UL2050 written by Underwriter?s Laboratory, Inc. The contractor will provide all necessary technical information necessary in order for the Library to meet the operational requirements of DCID 6/9. 5. Deliverables The contractor will deliver 2 sets of asbuilt drawings (each set to consist of one full size, one reduced size, and one soft copy in Microstation format). Certificates for each of three rooms as described above. Access control, intrusion detection devices as necessary to meet above requirements Instructions and applicable information for producing a comprehensive Records and Dispatch Procedure Manual for use by the Library Police. 6. Period of Performance Completion 90 days after contract award & acceptance. 7.
