Date: September 8, 2004 To: All Prospective Offerors From: GSA Headquarters Contracting Division Subject: Request for Quote ? Vulnerability Scanning Software Solicitation No. GS-BP-04-BD001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; and 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000). The North American Industry Classification System (NAICS) code is 511. The General Services Administration (GSA) is issuing this Request for Proposal (RFP) on behalf of the GSA Office of the Chief Financial Officer, Program Management Office. The purpose of the RFP is to solicit awardees for the purchase of commercial off the shelf code scanning software for the Office of Financial Management Systems, to enter into a Fixed-Price contract. The requirement is to provide software to detect source code vulnerabilities that may reside in various applications. The requirements are delineated in the attached Statement of Work (SOW). FORMAT FOR WRITTEN TECHNICAL PROPOSAL The due date for submittal of the Technical and Price Proposal will be 4:00 P.M. Eastern Standard Time, September 17, 2004, to the Contracting Officer Technical Representative (COTR) listed below, via email using Microsoft Word or PDF attachments. The Technical Proposal will include: Technical Approach Past Performance 1. Technical Approach A technical approach shall be simple, easy to read, and shall clearly and concisely describe how the product can meet the requirements described in the SOW. 2. Past Performance Describe the experience and capability of your company and associated software in conducting similar work. ?Similar" is meant to convey similarity in subject matter, dollar value, duration, and complexity. Include the names, emails and phone numbers of references on the similar projects. Contact information must be current. FORMAT FOR PRICE PROPOSAL The price proposal shall be a separate attachment sent from the technical proposal, using Microsoft Word, Microsoft Excel or PDF attachments. Price proposals shall be based on current GSA Schedule BPA rates, utilizing any and all discounts. All local travel is at the expense of the contractor, and no travel outside of the Washington, DC metropolitan area is expected. EVALUATION OF PROPOSALS Each Offeror?s proposal shall be evaluated according to the factors shown below. The relevant factors are listed below in descending order of importance. FACTOR A: Technical Approach Demonstrated capability of the product to perform the functions outlined in attached SOW. FACTOR B: Past Performance The history of successful completion of similar projects of staying on schedule and within budget; of anticipating and solving problems that occurred during contract performance. ORGANIZATIONAL CONFLICT OF INTEREST & NON-DISCLOSURES Contractor personnel may be required to execute Government-approved non-disclosure (NDAs) to ensure the proper handling of information that may be disclosed or accessed in the course of executing the contract. The contractor?s attention is directed to FAR Subpart 9.5, Organizational Conflicts of Interest. The information gained about the initiative and the business case cannot be shared with others in the contractor?s organization or industry. All information is limited to Government personnel and constituents named by the Government Project Manager. QUESTIONS REGARDING THIS RFQ Please send all questions in writing via email to the Contracting Officer Technical Representative no later than September 15, 2004, noon EST, to ensure a response. All questions must be in writing and no questions will be accepted by telephone. CONTRACT AWARD Contract award is anticipated on or about September 24, 2004. Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and price considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the program objectives at a realistic and reasonable price. Technical evaluation factors are more important than price; however, between proposals that are evaluated as technically equal in quality, price will become a major consideration in selecting the successful Offeror. Room 1332 Washington, DC 20405 kevin.gerken@gsa.gov ATTACHMENT Vulnerability Scanning Software Statement of Work 1.0 INTRODUCTION The Office of the Chief Financial Officer Financial Management Systems Division (FMSD) continues to lead the General Services Administration in securing Information Technology operations. The FMSD has implemented a state of the art firewall and contracts out for intrusion detection. The last remaining vulnerable area of our operations resides within the source code of our applications. 2.0 SCOPE There is a clear and growing demand from business executives, industry experts, and legislators to effectively address the risk posed by coding flaws. FMSD will close this vulnerability through the purchase of a commercial off the shelf code scanning software. 3.0 SPECIFICATIONS 3.1 Software Code Scanning engine for C and C++ computer languages. 3.2 Executive Dashboard for reviewing vulnerability reports. 3.3 Detailed reports of vulnerabilities for Project Managers and Programmers. 3.4 Knowledgebase of vulnerabilities against which code is checked. 3.5 Upgradeable software with increased language capabilities (Java). 3.6 Provide metrics on vulnerabilities (V-density). 4.0 ADMINISTRATIVE MATTERS 4.1 GSA Contracting Officer?s Technical Representative (COTR) Kevin Gerken GSA-OCFO (BP) 1800 F Street NW, Room 1332 Washington, DC 20405 (202) 501-1084 kevin.gerken@gsa.gov 4.2 INVOICES- The receiving agency's written acceptance with the signature of the authorized customer representative and the date of acceptance shall be included with the invoice. If the invoice is received without all of the required backup documentation, especially the customer's written acceptance, the invoice will be rejected. The Government reserves the right to require certification by a GSA COTR before payment is processed. 4.3 PROPOSAL REQUIREMENTS 4.3.1 Technical Proposal - Offeror shall submit a technical proposal that demonstrates how the proposed solution meets the technical specifications as specified in the SOW sections 3.1 through 3.6. 4.3.2 Price Proposal - Offeror shall submit a price proposal that includes the overall total price for their proposed basic solution. 4.4 BASIS FOR AWARD - Award will be made based on a Best Value determination wherein the technical proposal will be considered more important than price. The Government reserves the right to award to other than the lowest priced offer if the Government determines that the additional cost is justified in return for the technical superiority of the Contractor?s proposal. The Government anticipates making an award based upon initial proposals.
