Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and Defense Acquisition Circular 91-13. This action is unrestricted. This solicitation contains (1) one CLIN; it is the government?s intent of awarding a firm-fixed price requirement contract for a base one-year with (4) one-year option periods. The Marine Corps Logistics Command, Albany, Georgia, has a requirement for the following items: CLIN 0001: Painting of various vehicles and equipment. The scope of this contracts covers the painting of equipment that! may be obtained by Humanitarium Assistance Program (HAP), which is ultimately sent overseas in support of a humanitarian relief effort. All equipment provided by HAP must be painted white in accordance with statutory regulations. The array of equipment which may be painted will range from (5) five ton trucks, generators, commercial vans, backhoes, air conditioner units, cranes, graders to buses. A list of common equipment, but not all inclusive, such as; pole trucks, commercial pick up trucks, commercial passenger vans, trailers (various sizes), trailer mounted generators, trailer mounted air conditioners, cranes, forklifts, tractor trailers, fire trucks, (2 ?) two and a half ton trucks, CUC V?s with shelters, water bulls, and dump trucks. The following requirements apply to all painting of vehicles and equipment belonging to or following within the responsibility of the Department of Defense, Humanitarian Assistance -Excess Property Program (HA-EP), Albany, GA. Selecti! ng of material to be painted, movement of vehicles and equipment to and from the paint facilities, inspecting of finished goods, and authorizing of payment is the sole responsibility of the HA-EP organization. Selected materials to be painted must be cleaned thoroughly. This cleaning process will consist of removal of all dirt, oil, road tar, and any other objects or matters that might hinder or life expectancy of the paint. Prior to painting the vehicles or equipment and after the cleaning process has been completed all items will be prepared for painting by sanding, removing all rust, repairing areas that have been pointed out buy HA-EP inspectors as areas to be repaired, masking off those areas that should not be painted such as but not limited to glass, lights, selected decals, and mirrors. All inside cab areas must be prepped so as to eliminate any over spray entering the cab areas of all vehicles. All areas where repair work has been performed as well as areas where! the existing paint has been removed must be sprayed with primer prior to painting. Paint used on all HA-EP items must be of the quality that will produce a high smooth shine that will last, according to the manufactures specifications, for 3 to 5 years. All items must be painted a bright white in color. The complete item will be painted. The areas will be those areas that paint currently exist such as the complete outside area and the under carriage that can be seen within a standing 20 foot radius of the item. All rims on vehicles will be painted with a high gloss black paint unless otherwise directed by HA-EP inspectors. Equipment other than vehicles will also be painted on the bottom of the item. All canvas for the vehicles cabs will be painted or died white. All canvas for the vehicles bed will be died black. Before the HA-EP inspectors can inspect the vehicles or equipment all materials that were used for the preparation of these items for painting such as paper! s, tapes, and over spray must be removed. All vehicles and equipment must be washed in order to facilitate the inspection process. The government will evaluate hourly rates, pricing structure, and the Most Probable Costs (MPC) for the base year and all of the (4) four option years. MPC shall be measured as follows: anticipated performance costs considering those proposed as well as any adjustment based on the Government?s analysis of proposal risk. Each offeror shall submit fully burdened hourly rates for all labor categories that it has determined necessary to fulfill the requirements. The contractor must be within a (50) fifty mile radius of MCLB, Albany, GA. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, is considered to be the best value to the Government. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial product, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-3, Offeror Representatives and Certifications ? Commercial Items. In the event that FAR 52.212-3 cannot be obt! ained send an email or fax requesting a copy. The offeror shall also provide its Commercial and Government Entity (CAGE) code, Contractor Established code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be eligible for award. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
