Description
The Naval Air Systems Command (NAVAIR) Aircraft Division, Patuxent River (also referred to as the Naval Air Warfare Center Aircraft Division (NAWCAD)) is seeking eligible small business firms capable of performing information technology services in support of NAVAIR?s Information Management Department (AIR 7.2). The Government will review industry responses to this sources sought synopsis in order to determine whether it is appropriate to issue the solicitation on an unrestricted basis or set it aside for exclusive competitive participation by small businesses, 8(a) firms, HUBZone small businesses, or service-disabled veteran-owned small businesses. Award of a performance-based task order contract for these services is anticipated by no later than 30 September 2005. The period of performance of the resultant contract will consist of a one-year base period and four one-year option periods. The appropriate North American Industry Classification System (NAICS) code is 541511 with size standard $21M. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a request for proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Required tasking for this effort, and historic man-hour expenditures (where available), expressed on an annual basis, are as follows: 1) SOFTWARE/SYSTEMS MAINTENANCE, ENHANCEMENT AND MANAGEMENT (71,161 man-hours) ? perform upgrades and enhancements to systems and applications including enhancements to current (production) software, re-writes or re-engineering of implemented applications, as well as major modifications to provide additional functional or operational capabilities; perform requirements analysis and management, systems and program analysis, design of enhancements (including detailed specifications), coding, testing, implementation and documentation for systems and applications; perform systems and database administration including control and maintenance of data repositories (including data warehouses and relational databases); determination of proper file organization, physical layout, indexing methods, links, backup and recovery and security procedures (including user access controls); tuning to ensure effective and efficient access, including overall performance monitoring, memory configuration tuning, disk I/O monitoring, and calculation of disk space requirements for tables and indexes; implementation of upgrades and patches and production support for user products; (2) SYSTEMS/SOFTWARE INTEGRATION (44,503 man-hours) ? perform analysis and test and evaluation for integration efforts; examine hardware/software concepts, designs and test requirements for integration of similar and dissimilar systems, modules, and software products; assess and ensure functionality of resulting systems, modules or software products in existing or planned architecture; ensure metadata for integrated applications are consistent and correct; develop project plans, guidelines, documentation and controls for integration efforts; (3) TECHNOLOGICAL RESEARCH (5,159 man-hours) ? identifying, reviewing, testing, installing, and implementing new software and hardware technologies; (4) WEB SUPPORT (29,911 man-hours) ? provide systems analysis, design, implementation and maintenance for web enabled applications; perform design, development and maintenance of internet and intranet web sites using standard technologies (e.g., HTML, JavaScript, CSS, GIF, JPG); provide Corporate web server administration; (5) DOCUMENT PROCESSING (16,626 man-hours) ? support Electronic Document Management System (EDMS) efforts entailing consultation, design, development, testing, training, installation, implementation, deployment, and related support for electronic document management products and modules; (6) STRATEGIC/BUSINESS PLANNING SUPPORT (40,323 man-hours) ? strategic planning, business planning change management, integration of business functions and financial management support; conduct focus groups meetings, develop and track metrics, conduct environmental analyses, internal project scope assessment; provide traditional business process re-engineering support, updating business related websites or systems, and developing briefings, status reports, white papers, and roadmaps; (7) ENTERPRISE ARCHITECTURE SUPPORT (5,760 man-hours) ? support development of Enterprise Architecture principles, strategies, policies, models, standards and guidelines; assist in proliferation and dissemination of these principles, strategies, policies, standards, and guidelines; perform a broad range of tasks in support of implementation; (8) INFORMATION ASSURANCE/NETWORK SECURITY (no historical information available) ? analysis of systems and networks from a security or vulnerability perspective; development and maintenance of computer security accreditation documentation, tracking status of systems and networks; conducting accreditation site surveys, incident research and reporting, and providing information assurance/network security awareness training; ensuring media marking and warning screen compliance, managing the Command virus protection program; managing policy and procedures for issuance of PKI digital signatures and certificates, managing user security program; and controlling authorizations for any foreign nationals using/accessing Government information systems; and (9) NETWORK SUPPORT (5,972 man-hours) ? provide legacy and research, development, test and evaluation infrastructure support, including network operating system support, network communications support, and systems administration support. May also require hardware and cable installation in support of the establishment of temporary facilities (e.g. trailers) that require installation of a telecommunications system to provide minimal voice, video and data capability. Performance under the contract is anticipated to require a secret facilities clearance. Some task to be performed hereunder will require that personnel possess a secret security clearance. The principal place of performance is NAWCAD, Patuxent River, Maryland; however, travel to other NAVAIR sites will be required in support of this effort. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 15 single-sided pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the services listed above. This documentation shall address, as a minimum, the following: (a) Company profile to include current number of employees, annual revenue history, retention rates for each year (calendar or fiscal) for the period 2002-2004 or by contract (if by contract include contract period of performance); office location(s), DUNS number, and a statement regarding current small business status (indicate whether small, 8(a), HUBZone or small disabled veteran owned); (b) For each of the technical areas cited herein, identify recent corporate experience performing efforts of similar size and scope. Include contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. For those contracts identified on which you were the prime, identify the largest number of full-time employees (include those of subcontractors, team members, partners) and the largest number of subcontractors, team members and partners managed/monitored during contract performance; (c) Experience developing, maintaining, enhancing and/or integrating applications in SAP version 4.6C or 4.7; and (d) Preliminary approach to phase-in/startup, which shall address current hires that would be available for assignment to this effort, plans for recruiting and retaining qualified personnel, including possible subcontract/teaming arrangements.
