- Indefinite Delivery Contract (IDC) to perform elements of comprehensive hurricane preparedness studies for location along the Atlantic and Gulf Coasts for the Wilmington District, NC, U.S. Army Corps of Engineers, but may include work within the Sout h Atlantic Division, and Regional Area of Responsibility (Virginia, Tennessee and Mississippi). This announcement is open to all businesses regardless of size (UNRESTRICTED). The contract will be awarded for a period not to exceed a total of three years. Work under this contract will be subject to satisfactory negotiation of individual task orders, with the total IDC value not to exceed $1,000,000 over the three-year life of the contract. The Government intends to initially award the contract for an est imated $500,000, with the reserved right to modify the estimated contract amount to the full $1,000,000 value during the 3-year life of the contract. There is a possibility that multiple contracts may be awarded on this solicitation. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a Small Business Subcontracting Plan on that part of the work planned for subcontracting. Subcontracting Goals for this contract will be in the range of a minimu m 57.2% of the subcontracted amount to be placed with Small Business (SB), including Small Disadvantaged Business (SDB) and Women-Owned Small Business (WOSB); minimum of 8.9% to SDB; minimum of 8.1% to WOSB; and a minimum of 3.0% to Service-Disabled Vetera n-Owned Small Business. To be eligible for contract award, a firm must be registered in the DOD Cental Contractor Registration (CCR). Register via the CCR internet site at www.ccr.gov or by contacting the DOD Electronic Commerce Information Center at 800 -334-3414. PROJECT INFORMATION: Work consists of hazard analysis, vulnerability analysis, coastal evacuation planning, transportation planning, behavioral analysis, modeling, report presentation, report writing and production, graphic arts, computer pro gramming, GIS mapping, developing public awareness materials, hurricane preparedness training, and other services related to a comprehensive approach to hurricane preparedness and evacuation planning. The work could involve delineation of evacuation zones , development of evacuation clearance times, evaluation of the evacuation roadway network, and recommendations to improve evacuation efficiency. SELECTION CRITERIA: The following evaluation criteria, listed below in descending order of relative importan ce, have been established for this contract: Criteria A-D are primary. Criteria E-G are secondary and will only be used as a tie-breaker among technically equal firms. A. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (1) Key personnel experience: Extent of hurricane preparedness experience by personnel assigned to the work will be considered. (2) Firm experience: Specialized experience in the type of work required as described above. B. PROFESSIONAL QUALIFICATIONS: Personnel should include, but not be limited to: a registered professional engineer in position of responsibility, civil engineers, transportation engineers, transportation planners, behavioral analysts, and GIS technicians. C. CAPACITY TO ACCOMPLISH THE WORK IN A TIMELY MANNE R: Firm must be able to complete multiple tasks in a timely manner. D. PAST PERFORMANCE: Past performance on contracts with Government agencies and private industry regarding quality, cost control and timeliness of work will be reviewed. Past DOD expe rience data available to the Government through the A-E Contract Administration Support System (ACASS) will be utilized for prior performance evaluation. E. PROXIMITY TO THE JOB SITE: East and Gulf Coasts. F. SB AND SDB PARTICIPATION: Extent of par ticipation of small business, small disadvantaged business, historically black colleges and universities, and minority institutions in the proposed contract, me asured as a percentge of the total estimated effort. G. VOLUME OF PAST DOD CONTRACT AWARD(S) TO FIRM: Work previously awarded to the firm by DOD wil be reviewed with the objective of effecting equitable distribution of contracts among equally qualified firms. SUBMISSION REQUIREMENT: Standard Form (SF) 330 for Architect-Engineer Qualifications became effective 8 June 2004, and replaces SFs 254 and 255. Submittals received after this date and time wi ll not be considered. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to this announcement are not desired. Although there has been a slight delay in the implementation, firms interested in the electronic submission of SF330 Part II will soon be able to submit it to the Business Partner Network (BPN) at www.bpn.gov. For a logon and passwork, firms will use their DUNS number and the Marketing Partner Identification Number (MPIN) they selected when registering on the CCR web site, www.ccr.gov. Part II is prepared on a branch office basis, which aligns with the assignment of DUNS Numbers. Submission of the SF330 Part II to the BPN is voluntary. However, it will increase a firm's visibility in the Federal marketplace and may lead to opportunitie s for contracts that are exempt from public announcement. DO NOT SUBMIT A SF 254 OR SF 330 PART II TO THE ACASS. ACASS will be modernized in late 2004 to retrieve the SF330 Part II from BPN and make it available to contracting agencies. Until then, agen cies will require A-E firms to submit Part II with Part I when responding to a solicitation for A-E Services. A Part II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract. After ACASS is modernized, contracting agencies have the option of requesting firms to submit Part II with Part I or retrieving Part II from ACASS if a firm has one on file in BPN.
