Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation propos als are being requested and a written solicitation will not be issued. The solicitation number is W911QX 04-R-0032. This acquisition is issued as an RFP (request for proposal). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18 The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable) CLIN 0001 Contractor to provide a simultaneous thermogravimetric differential thermal analysis apparatus including inst allation and training in accordance with the following statement of objectives. STATEMENT OF OBJECTIVES Simultaneous thermogravimetric differential thermal analyzer to measure thermophysical properties of materials, such as melting points, heats of fusion, heat capacity, and the characteristic heat of solid state phase transformations. Contractor shall provide a differential thermal analyzer capable of making measurements at temperatures from room temperature to 2400 (two thousand four hundred) degrees C. I n addition, the system must have the following characteristics as minimum requirements. Thermogravimetric analysis, analyzer will include a microbalance capable of weighing a 15 gram sample to a resolution of +/- 5 micrograms. The balance will be thermost atically controlled, and compensated to maintain a stable vertical position during measurement. Furnace construction, furnace will be constructed of tungsten and will not produce a carbon containing atmosphere. Hoists for furnace system required, hydrauli c or electric. Furnace power supply, floor mounted cabinet with nominal output power of 15 kVA, with output isolating transformer of 15 kVA. Software, system to include integrated process control software for data acquisition, storage, and evaluation in a Windows environment. High vacuum system, analyzer will be capable of vacuum with pressures of 10-6 Torr or below. Atmosphere, analyzer will be capable of helium, argon, or reducing atmospheres. Thermostatic control, analyzer will be equipped with a refri gerated bath liquid circulator with a cooling capacity of 260 W (at 20 degrees C) and a temperature stability of +/- 0.01 K. Programmable control and data acquisition, analyzer will be capable of programmable computer control of the heating and cooling pr ogram and data acquisition. Delivery shall be made to Army Research Laboratory, Building 434, Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at Army Research Laboratory, Building 434, Aberdeen Proving Ground, MD 21005. The FOB point is origin. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragrap h (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors consid ered. Contracting Officer shall make a best value award decision based on the following evaluation factors: Technical approach of the item offered to meet the Governments requirements; Past Performance, Price and Delivery Schedule, in descending order of importance. Technical approach and past performance, when combined, are more important, when compared to price. Delivery schedules are important to the Government and will be evaluated separately, but will be given a lower importance than price. The Gover nment will award a contract to the offeror whose offer conforms to the statement of objectives outlined herein and will that will result in a contract most advantageous to the Government, price and other factors considered. The contracting officer may make award to other than the lowest priced offeror. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, appl ies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Appl icable to Defense Acquisitions of Commercial Items, applies to this acquisition. The following additional FAR and DFARS clauses cited in this clause are applicable: 52.219-8, , 52.222-19, 52.222-21, 52-222.26, 52.222-35, 52.222-36, 52.222-37, 52.223-9, 52 .232-33, 52.239-1, 252.225-7001, 252.227-7015, and 252.227-7037. The following additional contract requirement(s) or terms and conditions apply, Contractor to provide standard commercial warranty. Offers are due on September 21, 2004, by 5:00 P.M.
