- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Simplified Acquisition procedures in FAR 13 and the format in subpart 12.6, as supplemented with additional information included in this notice. This annou ncement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. W911SA-04-T-0051 is issued as a Request for Quotation (RFQ) and is due by 20 Sep 04. The RFQ is a fixed price, small business set-aside, with NAICS code 336360, and the small business size standard is 500. This requirement is to provide and install removable wrap around graphics on sixteen each Government furnished vehicles: The Statement of Work follows: C.1 Scope of Work. The U.S. A rmy Recruiting Battalion Great Lakes utilizes Government vehicles to communicate the Army message. The contractor shall provide all labor, materials, and equipment to produce and install removable wrap around graphics on sixteen Government-furnished vehic les (1 each 2003 Ford F350, crew cab, dual wheel, 4x4, 9 each 2003 Dodge Caravan, 3 each 2004 Chevrolet Venture AWD Van, 3 each 2004 Chevrolet Astro van) by 15 November 2004. The graphics used on this exhibit will be dynamic, eye-catching, and attractive while at the same time selling the Army image. C.2. Specific Tasks. C.2.1. The contractor shall provide all labor, materials, equipment, supplies, and the facility, except as specified to be furnished by the Government, to produce and apply removable wrap around graphics utilizing Flexcon Bus Art or similar materials, except for the Ford Truck. Mini-vans and vans shall be wrapped in the artwork depicted at Technical Exhibit 1. The Ford pick-up will only require graphics placed and not completely wrap ped around because the vehicle is painted black. Wrap around removable graphics shall include an exterior perforated window film application that is applied to the rear window and rear passenger windows as depicted in the artwork. The Government reserves the right to change the artwork prior to the contractor printing the Flexcon Bus Art material. C.2.2. The wrap around graphics shall be positional when tacking. Adhesive shall adhere to surface when pressure-activated. C.2.3. Wrap around graphics sh all not crack in temperatures below 32 degrees Fahrenheit. C.2.4. Graphics shall withstand high-pressure washing performed at standard car and van washing facilities. C.2.5. Graphics shall be removable a minimum of one year after installation without damaging the vehicle surface. C.2.6. Graphics shall adhere to flat, riveted, creases, moderately curved surfaces of the government vehicles. Lettering on the vehicles shall be installed parallel to the body side molding not parallel to the ground. Th e word ARMY shall be centered on one window on each side of the vehicle. The vehicles shall be wrapped from rear to front. C.2.7. Graphics shall wrap all sides, the top, and the bumpers of the vans. The Ford pick-up will only require graphics placed on vehicle since it is painted black. THE CONTRACTOR SHALL FIELD MEASURE the vans and pick-up prior to producing the graphics. C.2.8. The graphics shall be produced in accordance with the measurements obtained by the contractor. C.2.9. Reserved C. 2.10. Design Services. C.2.10.1. The contractor shall use the art furnished by the Army. C.2.10.2. The contractor shall provide the name and telephone number of the point of contact for design services to the Contracting Officer at time of contract a ward. C.2.11. The contractor shall develop a graphic plan that allows for replacement of portions or entire panels of the graphics, in the event of damage not covered by the warranty provisions. The graphic plan shall break the graphic down into a seri es of numbered grids. The plan shall be furnished to the Government Point of Contact within 15 calendar days after completion of the installation. C.2.12. T he contractor shall be able to replace the portion or entire panels a minimum of three years from contract award. The Government may order these replacement grids under a separate contract. C.2.13. Application. The contractor shall apply graphics to all sides, the top, and bumpers of the Government furnished vans. The Ford pick-up requires only graphics placed as the vehicle is painted black. Technical Exhibit 1 (CD with graphics provided by POC given below) contain a representation of what the van would look like upon completion. The application process shall be conducted at the contractors furnished facility. The facility shall be no more than 5 miles from Lansing, MI. city limits. All services shall be completed by 15 November 2004. C.2.14. The contractor shall replace any window glass or mirrors broken during the application process. C.3. Quality Control. The contractor shall implement and maintain a quality control system that identifies and corrects potential and actual problem area s through the entire scope of the contract. C.4. Warranty Provisions. The contractor shall warranty the wrap around graphics for a minimum of 1 year. The warranty shall provide for the replacement of the graphics in the event of Flexcon or similar pro duct defects. These defects may include manufacturing defects, clearcoating, cracking, peeling, blistering, excessive dimension change, loss of adhesion and failure of the material to properly adhere to the surfaces of the vehicle(s). C.5. Government F urnished Property and Services. The Government will furnish the government vehicles and artwork for the performance of this contract. C.6. Contractor Furnished Property and Services. The contractor shall furnish all labor, materials, equipment, suppli es and a facility no more than 5 miles from Lansing, MI, city limits, to perform the contractual effort.
