- Description: This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Proposal s are being requested and a written solicitation will not be issued. The solicitation number W912CN-04-T-0866 IS ISSUED AS A Request for Quotation (RFQ), and incorporates provisions and clauses those are in effect through Federal Acquisition Circular 90-4 5. The North American Industry Classification System code is 811219, with a small business standard of dollars is $6.0M. The acquisition is a firm-fixed contract to purchase: Item 0001, 1 LUMP SUM 225 KVA UPS, 480 VAC input & 480 VAC output (Comet mod el) 60 Hz. Two (2) identical battery cabinet Gel battery with 14 minutes run time at full load. Price with start-up and freight. One year full warranty on UPS & battery. Feature includes: Transistorized IGBT PWM Inverter, Battery monitoring, Maintenan ce By-pass, Digital power quality logic, Modular power assemblies, Computer Aided Diagnostics, Designed for 100% step load capability, Design for computer and 100% non-linear loads, SNMP includes RS-232 U-Talk Communications board and UM link, Dual input, Battery system, sealed, maintenance free, UL listed battery system, Local Emergency Power Off (EPO), Operation and installation manual. Item 0002, 1 LUMP SUM 1.0 Installation of the new UPS including material conduit, cables, and other materials. 2.0 P er engineering work for removing the existing Emerson UPS. 3.0 Removal of two (2) strings older batteries from the site has them packed and shipped from Island to mainland, packing, freight and labor. 4.0 Plan the work to provide back-up power to custome r at a short time then remove the old UPS out of the room. Delivery of supplies shall be made FOB destination to Fort Shafter, Hawaii 96858. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, apply. FAR 52.212-2 Evaluation Commercial Items As a minimum, the proposal shall contain (1) Descriptive Literature to determine product acceptability; (2) Listing of past performance (contract references, include name/address/phone); (3) Ability to meet the delivery schedule; (4) Price/Cost of the Brand name or equal as described in contract line items (CLINs) 0001 thru 0002. Offerors who fail to follow the format and requirements listed in 1 through 4 may be found unacceptable. Proposals will initially be evaluated for product acceptability. Only proposals with acceptable products will be considered. Award will be made to the responsible offeror on the basis of the lowest evaluated price with acceptable past performance, and ability to meet the delivery schedule. The government may award a contract based on initial offers received, without discussion of such offers; therefore, initial offer should contain the offerors best terms from a cost or price and technical standpoint. Offerors must include a completed copy of the provision at FAR 5 1.212-3, Offeror Representations and Certifications Commercial Items and 52.212-7000 Offeror Representations and Certifications Commercial Items with all offers. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items is applicabl e. If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror's proposed delivery schedule must not extend the delivery pe riod beyond the time for delivery in the Government's required delivery schedule as follows: REQUIRED DELIVERY SCHEDULE Item 0001 thru 0002 within 4-6 days after date of award. The Defense Priorities and Allocations System (DPAS) do not apply.
