- This is a combined synopsis/solicitation for sole source commercial items prepared in accordance with the format in Subparts 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. This announcement incorporates commercial item provisions and clauses in affect through Federal Acquisition Circular 01-24. The North American Industrial Classification System code is 339112 Surgical and Medical Instrument Manufacturing, with a small business size standard of 500 employees. The Government intends to award a Firm Fixed Price purchase order under Simplified Acquisition Procedures (SAP) to Edstrom Industries, Inc. for their ?Watchdog? Vivarium Management System. Any parties that believe that they can satisfy the requirements below should send written documentation to Bonnie Pijanowski at VA Medical Center 3495 Bailey Avenue, Buffalo, NY 14215 (mail routing symbol 90). All qualifications must be received no later than Tuesday, September 14, 2004. According to VHA Handbook 1200.7.7b.(2)(c) : "at least annually, the IACUC tests the ability of facilities management personnel to properly detect and respond to elevations in animal room temperature by purposely overheating a temperature sensor, then noting the response." The following is a list of the new features required for this equipment: 1. Environmental Sentry Panel- a stand-alone microprocessor based monitoring system specifically designed for environmental monitoring, environmental data collection and storage, report generation and alarm communication. Provides user-settable alarm limits for environmental sensors 2. Sensor modules for each of the 19 animal rooms with temperature, humidity and light sensors in stainless steel water- tight housing. Watertight housing is essential because animal rooms have to be sanitized on a monthly basis to meet AAALAC and Central Office standards. 3. Power Supply with enclosure to protect it from day to day activities of a busy animal facility. 4. Electrical/Control cable to connect all components. 5. Speech/Modem for alarm notification and dial-in. System needs to be able to cascade calls to both engineering staff to fix the problem and also to VMU staff, to address the needs of the animals. The system provides a maximum of eight telephone number sets, each set containing a maximum of three user-defined telephone numbers. A user-defined call map for each alarm condition. Use call map to dial phone numbers in sequence and announces the panel number and the sensor number in alarm. Allow alarm acknowledgement after speech message by entering a PIN number. The call sequence is repeated until the alarm is acknowledged, or until the alarm condition ceases. 6. Watchdog Express Program to allow users to access the Environmental Sentry Panel remotely from a modem equipped PC. 7. The ability to tie into and monitor the Edstrom automatic watering system currently in use in the VMU. The Edstrom Monitoring System is essential to allow seamless functioning between systems. It is also essential to insure continuity of the research projects being performed, particularly ongoing experiments so that there would be no changes in the way we provide for the animal?s care. Monitoring of temperature and humidity in the animal rooms, and being able to react quickly to extreme fluctuations is now mandated by VHA Handbook 1200.7 and AAALAC, International for continued accreditation.
