Description
SINGLE SOURCE ANNOUNCEMENT & MARKET SURVEY This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Sections 3.2.1.3.12 and 3.2.2.4. The purpose of this announcement is to inform industry of the basis for the decision to contract, in an amount greater than $100,000, via single source contract procedures. The FAA has a requirement for a contractor to supply ???Jet A??? fuel on a single source basis for approximately 200,000 gallons to satisfy an immediate need with future acquisitions purchased via contract vehicle. Past requirements were fulfilled through blanket purchase agreement arrangements with the Coast Guard. This arrangement has expired and the FAA will satisfy their immediate needs via direct acquisitions until a multi-year contract can be awarded. The North American Industry Classification System Code is 324110 . The anticipated base year contract, including four optional years will be in effect through fiscal year 2009. BP Products North America, Inc. is the only known source with available access to pipe fuel to the storage tanks leased by the FAA???s facility located at Ronald Reagan Washington National Airport. The FAA has an annual estimated need of approximately 350,000 gallons of fuel. Other concerns who feel they have the ability to meet the needs of our requirement are requested to give written notification (including company name, telephone number with a point of contact) to the contracting officer listed in this notice, with reference made to market survey file # DTFAAC-04-R-00403, within 7 calendar days from the date of this announcement. Responses should provide information regarding the ability of your concern to satisfy the Government???s requirement. All responses to this market survey will be considered prior to further acquisition action by the Government. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided in response to this announcement, is solely within the discretion of the Government. Responses and/or questions to this market survey shall be submitted in writing and directed to Michele D. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA. No entitlement to payment or direct or indirect costs or charges by the FAA shall arise as a result of submission of responses to this announcement, and the FAA???s use of such information. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
