Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number for this Request for Quotations (RFQ) is 450200003885. The following clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 2001-24, July 19, 2004. The following clauses apply: FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items. The clauses may be printed from the FAR web site: www.arnet.gov. This requirement is Set-Aside for Small Business. The NAICS code is 332312 with a small business size standard of 500 employees. Award will be based upon product capability to meet specifications, price, and delivery terms. All potential contractors must quote showing an allowance for a trade-in of one NABCO Model #42 towards the purchase of one new total containment vessel (TCV). The TCV specifications required are a modified version of the NABCO Model 64-SCS. Specifications include: a 1/2 inch priming or vent port at the dead center of top; 12,000 pounds total TCV weight; Access Door size 34 inches rear loading to facilitate robotic loading (top loads unacceptable); automatic door operation using a hydraulic yoke system with 12 volt emergency back up system; door yoke holds door 360 degrees around; outside sphere diameter 66 inches; hemisphere heads to be supplied to military specifications Mil-S-16216; sphere walls average 1.5 inches thickness and not less than 1.3 inch thickness; hemisphere forgings per military specification #23009B; two lockable and weatherproof fender boxes. The TCV must be able to withstand multiple and repeated detonations with a maximum explosive containment of 15 pounds of military C-4 on a repeat basis with no rework required after a detonation. The manufacturer must provide certified test results showing the proof test using 15 pounds of military C-4 and copies of the radiograph subsequent to the ASME section #8 proof test prior to delivery. The temperature rating must certify the TCV to operate at minus 32 degrees (F) or plus 120 degrees (F). Must include an equivalent to NABCO Model #6 Trailer length 16 feet and width 8 feet. Trailer hitch must be 2-5/16 inches. Delivery must be no later than March 2005. Shipping is FOB Destination to Glynco, Georgia 31524. All responsible and responsive vendors must be registered in the Department of Defense?s (DOD) Central Contractor Registration database (CCR) in order to be considered eligible for award.
