Description
The Health Resources and Services Administration (HRSA) intends to negotiate under FAR Part 13 SIMPLIFIED ACQUISITIONS PROCEDURES on a sole source basis with The Louisiana State University Health Science. 1501 Kings Highway, Shreveport, Louisiana 71103. This acquisition is for services to develop a toolkit for newborn hearing screening and early intervention for qualified providers. The Maternal and Child Health Bureau asked the Joint Committee on Infant Hearing (JCIH) to develop a statement of competencies and equipment recommended for the diagnosis and treatment of infants and toddlers with hearing loss. The JCIH is a panel of experts on hearing loss in infants. The panel was originally convened by the American Academy of Pediatrics. In 2002 they published a statement on infant hearing screening which has become the Standard adhered to both in the U.S. and abroad. The statement of audiologic competencies is not available in draft and will be presented to the JCHI formally in late June. The Louisiana State University shall develop a user-friendly document as a useful tool for state newborn hearing screening coordinators, pediatricians and other primary care providers. Any other organization that attempts to develop this type of proprietary material and diversity of expertise would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would be recovered through competition, therefore, the Louisiana State University Health Sciences, is a responsible source without substantial duplication of cost to the Government under authority 41 U.S. C. 253 ( c ), (1) as set forth in FAR 6.302-1.
