Description
The Health Resources and Services Administration (HRSA) intends to negotiate under FAR Part 13 SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with the University of North Carolina at Chapel Hill?s Sheps Center. This acquisition is to develop a New Methodology for Mental Health Professional Shortage Designations. The purpose of these designations is to identify areas of greatest need so limited resources can be prioritized and directed to those people and communities in greatest need and to determine which mental health professionals should be included in the calculation of the population to provider ratio. The Sheps Center shall evaluate data on licensed mental and behavioral health professionals to determine the availability and reliability of the data, the appropriateness of inclusion in the formula for designations and the weightings for different types of providers. The SHEPS center maintains all of the disciplines utilizing a consistent formula. This formula cannot be overstated, as the burden of local jurisdictions would increase dramatically if different formulas were used. The SHEPS maintains the data necessary to develop the mental health methodology and is the only organization that has the capability to interface the data and the knowledge and several propriety materials that directly relate to the necessary develop the new methodology. The Sheps Center is the only organization with the experience, proprietary materials and diversity of experience that is able to provide deliverables for the new methodology. Any other organization that attempts to develop this type of proprietary material and diversity of expertise would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would be recovered through competition, therefore, the University of North Carolina at Chapel Hill?s Shep Center, is a responsible source without substantial duplication of cost to the Government under authority 41 U.S. C. 253 ( c ), (1) as set forth in FAR 6.302-1.
