- Notice of Intent to negotiate/award a Sole Source contract with Thermo Eberline at 504 Airport Road, Sante Fe, NM 87507-2832 can provide of approximately 6 identiFINDER isotope identifiers. The Thermo Eberlin Company extensive experience and knowledge identiFINDER isotope identifiers and is the only source that can provide the services required. The Department of Energy intends to solicit and negotiate with only one source under authority of FAR 6.302. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Proposal??? No. DE-AC52-04NA25926." The Contract Type being considered for this award is a Firm-Fixed Price type contract. The term of the contract will be for approximately 6 identiFINDER isotope identifiers. Work to be completed no later than 31 Dec 2004. The Offeror should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, or 8(a) business and (SF VETS 100). The North American Industry Classification System (NAICS) Code is 3829 with a corresponding qualifying size standard of (FIND ON AFAMS) employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). The DOE/AL intends to purchase the following line items: Item 1 -- Isotope Identifiers: The NNSA Service Center, in support of the NNSA Office of International Material Protection and Cooperation, Second Line of Defense Program intends to award a sole source contract to Thermo Eberline, 504 Airport Road, Sante Fe, NM for the purchase of approximately 6 identiFINDER isotope identifiers. The Second Line of Defense (SLD) Program is a cooperative effort between the United States of America and foreign governments to deter illegal trafficking of nuclear materials. The SLD effort focuses on the deployment of nuclear material detection technology and the development of appropriate response procedures and capabilities of the Department of Energy (DOE) and foreign governments. The SLD Program is administrated by the National Nuclear Security Administration???s Office of International Material Protection and Cooperation. In accordance with FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements - it has been determined that Thermo Eberline is the only contractor that can fulfill this requirement. The SLD program desires all like equipment provided to a site to be of the same manufacturer to better manage training, maintenance, and spare parts requirements. The Thermo Eberline Company???s isotope identifier is currently in use in the Second Line of Defense training program in the U.S. and overseas. To use other units would result in additional cost to reconfigure the training materials as well as additional costs in equipment testing and evaluation. Only one Sole Source Offeror can furnish the items that meets all the requirements specified herein no other offerors will be considered. Award will be made based on the requirements listed above. Other Offerors will not be considered. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
