Description
This Sources Sought/Notice of Intent is issued to determine the market interest in privatizing the natural gas distribution infrastructure at the location listed below. If there is no market interest identified, this notice also will serve as the intent of the Defense Energy Support Center to contact the local utility service provider in anticipation of initiating discussions to privatize subject systems. Descriptions of the utility system indicated below, may be found at the following URL: http://www.afcesa.af.mil/ceo/contracts/utilpriv/ceoup_bidders.asp or by contacting Laurie Carlson at 703-767-8127 or laurie.carlson@dla.mil Please Note: Subject Installations and applicable utility systems were previously advertised by the Defense Energy Support Center. This requirement is for the privatization of applicable utility system at the location indicated in this notice. Privatization is the complete divestiture and transfer of ownership of a U.S. Government-owned utility system to a non-Government entity. In conjunction with the purchase of the system, the contractor will also be required to provide (as needed) improvements, upgrades, repairs, expansions, investments, and plant replacement, as well as continued operation and maintenance of the utility distribution system. The following guidance has established the necessary requirements to accomplish Utility Privatization (UP): 10 U.S.C. 2688 (1997) and OSD UP Guidance (09 Oct 02). More specific information on the utility system being privatized will be provided in any resulting Request for Proposal (RFP). THE LEVEL OF RESPONSE, GENERATED BY THIS NOTICE, WILL DETERMINE WHETHER A COMPETITIVE RFP WILL BE ISSUED FOR ANY OF THE REQUIREMENTS INDICATED. Offerors having the skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this sources sought/notice of intent including commercial market information and company information via e-mail or facsimile to bruce.blank@dla.mil no later than Close of Business September 23, 2004. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, point of contact, phone and fax number and e-mail address; business size and status such as disadvantaged, 8(a) or HUBZone; corporate affiliations; potential joint venture partners, teaming partners, and/or major subcontractor or (prime).
