- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 04Q-0060 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 01-07. This requirement is a 100% small business set-aside. The NAICS code is: 334516 and the small business size standard is 750 employees or $5 million. The U.S. SECRET SERVICE intends to negotiate for the following equipment: 001) VACUUM METAL DEPOSITION CHAMBER, FPRC-36B, 002) PUMP UPGRADE FPRC 36B, 003) EVAPORATION SHUTTER CONTROL. All items must be brand name or equal in accordance with the specifications indicated below. Delivery terms are F.O.B. Destination to the US Secret Service located in Washington, D.C. SPECIFICATIONS FOR VACUUM METAL DEPOSITION CHAMBER FPRC-36B: - The Vacuum Metal Deposition chamber must be able to recover latent prints from any smooth to slightly textured, nonporous / semi-porous surface, ie plastics, plastic tapes, molding, credit cards, trash bags, sandwich bags, leather, soft vinyl, rubber, metals, wax and wax paper, photographic prints and negatives, glass, smooth paper, and fine smooth fabrics, ie silks, satins, nylons, polyester etc - The unit weight shall not exceed 2400 lbs and it shall be small enough to fit through a 48 inch wide door frame and be functional in an operating space that is 7 ft wide X 7 ft wide. - The unit must have a slide out mounting rack that is easy to operate and be able to support evidence of at least 150 lbs. - The unit must have pumps that have the capacity to obtain a vacuum on material that has a significant amount of contaminants such as soil, grease and body fluids. - The unit must have the ability to hold within its chamber and process evidence from irregularly shaped items such as handguns, knives and pieces of furniture. - The system must be completely automated from the start up to the shutdown process. The operator of the unit shall not need to initiate many steps in order to have the system work properly. - There shall be at least three view ports on the chamber so that the operator can have an unobstructed view of the evidence being processed. - There must be an internal, movable light within the chamber which can be positioned at various angles and be able to offer a high intensity (i.e. halogen light) for optimum viewing by the operator. - The minimum amount of evaporation boats should be no less than six; 3 boats for the evaporation of gold and 3 boats for the evaporation of zinc. - The unit must have a self cleaning mechanical pump oil heater. - The system must include all necessary items for operation, gold, zinc, dowels, clamps, goggles and tools. - The manufacturer must offer the standard commercial warranty on parts and labor and must be able to service the unit in a timely manner so that the case work does not suffer any lengthy delays. - The manufacturer must properly install the system at the destination site and train up to 15 operators of the vacuum metal deposition chamber regarding operation and maintenance. The resulting purchase order shall be firm fixed price. The source selection will be based upon overall best value to the United States Secret Service; price and non-price factors considered. The Government will award an order resulting from this quotation to the responsible firm with favorable past performance whose quotation is reasonable in price, conforms to the terms of the RFQ and represents the best overall value to the Government. The Simplified Acquisition procedures set forth in FAR Parts 12 and 13 shall be used. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items: for evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar products / services. Each reference must include customers name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than three years, provide related experience of key personnel. Past performance shall be valued as acceptable, unacceptable or neutral. 52.212-2, (Addendum) Evaluation-Commercial items; Paragraph (a) is deleted in its entirety and replaced with, The Government intends to award a firm fixed price purchase order to the responsible offeror with acceptable past performance whose quotation is lowest in price and conforms to the specifications provided herein. 52.212-2, is applicable to this solicitation. Offerors are advised to include a completed copy of the provision at 52.212-3, Offer Representations and Certifications- Commercial Items with its offer. 52.212-4, Contract Terms and Conditions- Commercial Items, applies. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. Additionally, the following FAR Clauses cited in 52.212-5 are applicable: 52.219-8, Utilization of Small Business Concerns; 52.219-14, Limitations on Subcontracting; 52.222-21, Prohibition of Segregated Facilities: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Actions for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era: 52.225-1, Buy American Act-Balance of Payments Program-Supplies: 52-225-13, Restriction on Certain Foreign Purchases; and 52.232-33, Payment of Electronic Funds Transfer-Central Contractor Registration. Quotations must contain pricing for the line items plus complete specifications for any brand name or equal product to allow for evaluation of quotes.
