- The Customs and Border Protection, McAllen Sector (McAllen, Texas) is requesting a firm-fixed price quotation for a Gold Elite Upgrade of Motorola Centracom II Plus Communications Console located in McAllen, TX. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. One contract is anticipated to be awarded as a result of this synopsis. RE: Statement of work on the Gold Elite upgrade of a Motorola Centracom II Plus Communications Console in McAllen, Texas 1.0 Introduction 1.1 Background. McAllen Border Patrol Sector Headquarters has plans to enhance its dispatch communications center with the Gold Elite upgrade of its Motorola communications console. This will also require administrator, user and technician maintenance training. 1.2 The work to be performed shall be the successful completion, operational, and fully functional and optimized Gold Elite upgrade of the existing Motorola Centracom II Plus Communications Console. The contractor shall provide all labor, equipment, materials and transportation necessary to complete the project. The project shall encompass the following areas: McAllen Sector Headquarters - located just south of the La Plaza Mall and adjacent to the Miller International Airport. The address is US Border Patrol 2301 South Main Street McAllen, Texas 78503. The communications console and central electronics bank is located at this facility. Hidalgo Repeater Site ? Coordinates: Lat.: N26? 07? 09? Lon: W98? 13? 32? located at the Southwest corner of the intersection of Jackson Road and Las Milpas Road in Hidalgo County. This area is just West of Las Milpas, Texas. Voting receivers will be installed at this location. 1.3 All materials and associated equipment shall be installed in accordance with manufacturer's installation, specifications, technical manuals, user requirements, and shall also comply with the latest Motorola Quality Standards for Fixed Network Equipment Installations, R56, Part Number 68-81089E50-0 and shall adhere to industry standards. Motorola R56 manuals may be obtained directly through Motorola. No deviation from the specifications shall be allowed without the expressed written permission from the Government. 2.0 General Information The following information is a description on the functional programming and configuration of the existing Motorola Centracom II Plus Communications Console. We currently have a five (5)-position console (four positions and one maintenance position). It has a total of 27 active channels (27 Console Interface Units {CIUs} & MDC Signaling Base Interface Modules {BIMs}), virtually all used. Our dispatchers use the corded headset jacks. All five of our existing positions have analog phones connected to them. We have five circuits that provide a ground to the console when low impedance is detected on the phone line. We have the old Dictaphone call check recorders at three of the four positions. However, we do have the new Dictaphone Freedom system recording all 27 channels and phone lines. Our PCs are the original Vectra units that came with the console so they are almost 10 years old. Our CEBS is comprised of seven equipment racks. Racks 1, 2 & 3 are outfitted with Operator Module Interface (OMIs), BIMs, MDC Signaling cards, power supplies and small batteries. Racks 4 & 5 are outfitted with 24 CIUs (T5007BX). Rack 6 is outfitted with 3 CIUs and the maintenance position. Rack 7 is completely filled with punch blocks (66 type). Our five OMI position circuit cards are serial numbered as follows: Position 1 - 228CTL0068 - Position 2 - 228CTL0069 - Position 3 - 228CTL0070 - Position 4 - 228CTL0071 - Position 5 - 228CTL0072 There is an approximate conduit distance of 550 feet between the dispatch consoles and the central electronics bank. We currently do not have any switching circuits on the console. Our system is still running the old analog 12KB DES-XL. We still operate with the old MSF5000 repeaters, System Saber portables and Spectra mobiles. The following information will provide a limited and general description of the services and tasks required in connection with the Gold Elite upgrade, and should not be interpreted as a complete listing of all tasks required. Much of this upgrade requires additional software, licenses, hardware, computer hardware, cables, accessories and equipment that may not be mentioned below. It is the responsibility of the contractor to provide all materials, software, licenses, accessories, equipment, hardware, etc., and any other related item to successfully upgrade the console to the Gold Elite edition while meeting the customer?s local requirements. They are: Upgrade existing five positions and Central Electronics Bank (CEB) to Gold Elite. One of the five positions has a remote console interface that also needs to be upgraded. Existing five positions must have phone patch capability. Add twelve new operator positions. Eight remote positions and four local positions to be added to the existing five. As with the five positions above, all twelve positions must have phone patch capability. All positions will require Gold Elite workstations with Windows XP, 17? PVA LCD No-Touch flat panel monitors with adjustable stand, and Marconi Tracker ball. Add thirteen Astro Channel Interface modules and thirteen digital interface unit assemblies. This will increase channel capacity to forty (40) channels. All seventeen positions must have access to all 40 channels. The 40 channels are broken down as follows: 37 T1R1s, 2 T2R2s and 1 T3R3. Upgrade twenty-nine Status Alert interface modules and three Direct Phone Interface with Smart Phone Interface modules. Add three new Smart Phone Interface modules and two Conventional Base Interface Upgrades. Upgrade shall also include, five headset jacks, three RS232 Relocator Interfaces, two System Timers, two 16 Aux I/O Interfaces and five Audio Expansion Interfaces. Additional card cages and power supplies will need to be added to accommodate new operator positions and interfaces. Include the following spare equipment: Centracom Gold Spares For CEBS Without Trunking, one Each, B1819 Centracom Gold Spare Module, Console Operator Interface (COIM), one Each, B1813 Centracom Gold Spares For Classic CRT Or Elite Operator Positions, One Each, B1814 Centracom Gold Software Refresh Package, One Each, B1879 ADD: Software Refresh, Elite / ADMI0DM/CDM (Includes CD-ROM) Manual Elite Classic CIE Maintenance, Five Each, 6881095E45 CEB Maintenance Manual, Five Each, 6881095E50 Manual Annual Installation CGS, Five Each, 6881097E45 All positions should have intercom capability to our external vehicular gate and front & rear door areas. We currently use an intercom system by Aiphone. The system will include four voting comparators and four voting receivers (one receiver per comparator. Receivers will be installed at remote repeater sites and will be connected to the CEBs via existing microwave. There are two existing 16 Aux I/O boards that will need to be upgraded. Another two will be required to support the remaining comparators. Of the seventeen positions, nine will be configured locally as eight by the dispatch center and one maintenance position by the CEBs. All nine local positions will have the capability of controlling twenty (20) momentary switch closures and twenty (20) latching switch closures. The remaining eight positions will be configured as remote positions and will connect into the CEBs via microwave. All eight remote positions will have the capability of controlling ten (10) momentary switch closures and ten (10) latching switch closures that are located within the immediate area of the remoted positions. For security reasons we do not want the remote dispatchers to operate switch controls where the local dispatchers are, nor do we desire to have the local dispatchers operate switch controls at the remote dispatcher end. All dispatch positions will have Centracom Gold Elite Interface, Headset Jack, Footswitch, and Microphone with 9? gooseneck. The remote positions will have the Gold Elite Remote Operator Interface with Pilot Tone. Minimum one year warranty on all labor and new components. Three copies of all programming software and all cables (both maintenance & programming) Four sets of manuals (both technical and user) and wiring diagrams (As-Builds). In addition to item 17 above, please provide As-Builds wiring diagrams in electronic (CAD) format. Permits and Licenses In the performance of work hereunder, and, prior to commencing any work, the Contractor shall obtain and maintain in effect all necessary permits and licenses required by Federal, State and local governments, or subdivisions thereof, or of any duly constituted public authority. Furthermore, the Contractor shall obey and abide by all applicable laws and ordinances. Training The contractor shall provide Motorola certified training for the console operator, dispatch supervisor, administrator and technician, in accordance with the courses named below. This information contains the course, target audience, number of sessions, duration on days, date, and number of attendees. Centracom Gold Elite Console Operations & Maintenance Course ? for Technicians, 2 sessions, 10 days (5 per session), McAllen, TX in 2005, 24 (12 per session) Centracom Gold Field Operator ? for Dispatch Operators and Technicians, 6 sessions, 3 days, McAllen, TX in 2005 (40 attendees) Centracom Gold Elite ADM/ADMIN ? for Dispatch Supervisors and Technicians, 2 sessions, 2 days, McAllen, TX in 2005 (16 attendees) All training shall be Motorola certified, performed on site and shall follow the course outline, objectives and curriculum offered in the following Motorola courses: Centracom Gold Elite Console System for system managers and technicians. Centracom Gold Elite Console Training for console operators. Alias Database Manager (ADM) Applications Program for dispatch supervisors and system administrators. Centracom Gold Elite Admin End User Training for system administrators and system managers. Training courses should also include system manuals, training books, participant guides, flipbooks, participant laboratory exercises and course completion certificates. The following standards and requirements shall apply to all work performed: Contractor installed wiring shall be neat and of an appropriate color for its purpose, and shall comply with the National Electric Code (NEC) and the National Electric Manufacturers Association (NEMA). Contractor shall not use dissimilar metals in all aspects of work performed so as to create a potential for corrosion to occur. Contractor shall be responsible to correct any and all damages caused by Contractor's employees, subcontractors, and/or representatives and agents. All site work to be performed shall be IAW manufacturer's installation specifications, technical manuals, and by the Motorola Quality Standards for Fixed Network Equipment Installations, R56, Part Number 68-81089E50-0. Contractor shall restore any and all changes, grounds, etc., which was deemed necessary to remove and/or modify by the Contractor and/or Subcontractors. All restorations shall meet or exceed manufacturer's specifications. Contractor shall, at the end of each workday, clean up, haul, and remove all debris/trash resulting from the work performed by Contractor's employees and/or subcontractors at each site where work is performed. Upon immediate completion of all ground connections, the Contractor shall notify the Government and allow a twenty-four hour time period for inspection. Any discrepancies found shall be conveyed to the Contractor for correction. The Contractor shall not bury and/or refill any holes or trenches pertaining to any and all ground connections, until such connections have been inspected, examined and found to be in compliance with the Motorola Quality Standards for Fixed Network Equipment Installations R56. The Government shall perform all ground inspections and determine suitability. The Contractor shall use appropriate hardware and sealer to facilitate installation IAW manufacturer's specifications. Throughout the contract period, the government shall reserve the right to perform random inspections and/or to contract with other organizations performing such services to ensure the Government?s interest is protected. Final Acceptance. Upon receipt of Contractor?s written notification of actual project completion, the Government shall have a seven-day period to inspect the work and ensure contractor has complied with all aspects of the contract, to the extent possible. The Contractor shall correct all noted discrepancies within a fourteen-day period. The work area will be very near or adjacent to operating Border Patrol facilities. Coordinate all work with the Border Patrol so as to not interfere with their operations. The provisions of FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Under the provision of FAR 52.212-5, the Walsh-Healy Public Contracts Act is incorporated by reference the stipulations required by the Act pertaining to such matters as minimum wages, maximum hours, child labor, convict labor, and safe and sanitary working conditions. FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era. FAR 52.222-36, Affirmative Action for Handicapped Workers. The OFFEROR shall include the firm's DUNS (Data Universal Numbering System) and the Central Contract Registration Cage Code Number as part of their offer. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the RFQ, is most favorable to the Government with price and other factors considered. As addendum to FAR 52.212-5, includes FAR 52.232-19, Funds for the Next Fiscal Year will not be available (beyond September 30, 2004). The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
