Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-04-324, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-24. The North American Industry Classification (NAICS) Code is 511120 and the business size standard is 500 Employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), has a requirement to purchase a Subscription Service to facilitate and consolidate the purchase, delivery, and management of journals, books, trade magazines, and other periodicals as may be required by all on-campus laboratories of the NIDDK. This service will be used mainly to facilitate tracking, canceling, and ordering of current, expiring, and new upcoming requirements for journals and other periodicals. This service will be for a total of up to five years, consisting of a base year with four sequential option years. Detailed technical specifications are as follows: I. Background Scientific journals and other serial subscriptions are required by The National Institute of Diabetes and Digestive and Kidney Diseases, Division of Intramural Research (subsequently cited as NIDDK) in order to provide a means of communicating and widely distributing new scientific theories, experiments, and technologies, as well as communicating general and field specific discussions on advanced scientific issues. Scientific journals, magazines, proceeding publications and other written serial subscriptions are the widely accepted tool for publishing scientific achievements or results. It is intended that a serial subscription provider (subsequently cited as the Vendor) be awarded a purchase order to provide all required full serial subscription services for one serial subscription delivery year, beginning January 1, 2006, with an option of four additional delivery years. In order to provide a reasonable amount of time to contact publishers and to provide the government its quote, the period of performance will begin each August 1 prior to the start of each serial subscription delivery year. NIDDK defines the serial subscription delivery year to begin the first day of January and end the last day of December. NIDDK may request new subscriptions, title cancellations, and address changes at any time during the performance period or the serial subscription delivery year but all subscriptions should expire December 31 of any year ordered, excluding titles that have been canceled prior to December 31. NIDDK currently has serial subscription services provided by EBCSO. Any vendor awarded this requirement must be able to renew or reorder all current NIDDK serials, as well as any new titles with no delay or break in the current delivery service, and be able to begin serial subscription delivery for all titles on January 1, 2006. II. Technical Requirements for Submission of RFQ and Evaluation Initial Government Responsibilities: • NIDDK guarantees a total of 300 delivered journals as a minimum requirement for each serial subscription delivery year and a maximum quantity requirement of 1200. • NIDDK will provide any vendor the master list of currently ordered serial titles with the quantity required and sorted by delivery address in order for each vendor to prepare price quotes. • A purchase order will be awarded to the vendor that can renew all of NIDDK’s currently ordered subscription titles at the lowest overall price, taking past performance, ability to provide all needed subscription services, and all other technical factors into account. Government Responsibilities After Award: • After award of the purchase order, NIDDK will revise the master list to include any title additions or deletions, as well as any delivery address changes and submit it to the vendor by November 1, 2005. Initial Vendor Responsibilities: • Each vendor must prepare and submit a separate quote for each NIDDK delivery address that clearly states the title of each subscription, the cost of each subscription, the delivery time-frame of each title (quarterly, monthly, etc.), the cumulative service charge for each designated delivery address, and whether the publisher allows for refunds of early cancellations. • A one-page cover sheet must be included on top of the package of delivery address quotes that clearly states the total cost for subscriptions and the total cost of service charges. • Any vendor that submits the initial price quote that does not include all current NIDDK serial subscription titles must clearly state which titles have been omitted on a separate list and sort the omitted title list by delivery address. A quote submitted that does not include every current NIDDK serial subscription title will be deemed non-compliant. • A statement must be included with each vendor’s quote that clearly describes the vendor’s capability of meeting all requirements as discussed in the Statement of Work. Initial Vendor Responsibilities After Award: • After award, the vendor will await the revised delivery address list from NIDDK prior to placing final orders with publishers. • The vendor will receive the revised subscription list from NIDDK by November 1, 2005. • The vendor will use this revised list as the final master subscription list for the delivery year. The Vendor must perform all required tasks needed to order and guarantee that all subscriptions begin delivery to the correct delivery addresses on January 1, 2006, with no delay or break in service from the previous delivery year subscriptions. • The vendor will prepare and submit to NIDDK an amended confirmation report for each NIDDK delivery address that clearly states the title of each subscription, the cost of each subscription, the delivery time-frame of each title (quarterly, monthly, etc.), the cumulative service charge for each designated delivery address and whether the publisher allows for refunds of early cancellations. A one-page cover sheet must be included on top of the package of delivery address reports that clearly states the total cost for subscriptions and the total cost of service charges. This amended final confirmation report must be returned to NIDDK by December 1, 2005. This report will act as confirmation that all titles have been ordered and that all subscriptions will begin January 1, 2006, with no delay or break in service from previous subscriptions. III. Option Years This purchase order is to include full serial subscription services for one year and for an additional four option years. Year Begin Performance Subscription delivery dates Base August 1, 2005 January 1, 2006 – December 31, 2006 Option 1 August 1, 2006 January 1, 2007 – December 31, 2007 Option 2 August 1, 2007 January 1, 2008 – December 31, 2008 Option 3 August 1, 2008 January 1, 2009 – December 31, 2009 Option 4 August 1, 2009 January 1, 2010 – December 31, 2010 Government responsibilities: • NIDDK will provide the vendor written confirmation of the government’s intention to exercise its option by the end of July of each delivery year. • NIDDK will provide the vendor an updated master list of currently ordered serial titles that includes the quantity required and sorted by delivery address by November 1 prior to the beginning of the subscription delivery year. • NIDDK may decide to use the previous year’s vendor provided option year quote report to submit to the vendor as the updated master list. NIDDK may make hand written changes directly on the report or in combination with any other method NIDDK chooses. • NIDDK may make changes, corrections, cancellations, additions, or delivery address changes at this time or at any time during the period of performance or delivery year. Vendor responsibilities: • Vendor will submit to NIDDK between July 1 and July 30 of any delivery year an option year quote report for all currently ordered subscription titles for each NIDDK delivery address that clearly states the title of each subscription, the cost of each subscription if renewed for option year, the delivery time-frame of each title (quarterly, monthly, etc.), and the cumulative option year service charge for each designated delivery address. A one-page cover sheet must be included on top of the package of delivery address reports that clearly states the total cost for subscriptions and the total cost of service charges. The option year quote report must also include whether the publisher allows for refunds of early cancellations. • The vendor will receive the revised subscription list from NIDDK by November 1. • The Vendor must perform all required tasks needed to order and guarantee that all subscriptions begin delivery to the correct delivery addresses on January 1 with no delay or break in service from the previous delivery year subscriptions. • The vendor will prepare and submit to NIDDK an amended confirmation report for each NIDDK delivery address that clearly states the title of each subscription, the cost of each subscription, the delivery time-frame of each title (quarterly, monthly, etc.), the cumulative service charge for each designated delivery address, and whether the publisher allows for refunds of early cancellations. A one-page cover sheet must be included on top of the package of delivery address reports that clearly states the total cost for subscriptions and the total cost of service charges. This amended final confirmation report must be returned to NIDDK by December 1. This report will act as confirmation that all titles have been ordered and all subscriptions will begin January 1 with no delay or break in service from previous subscriptions. IV. NIDDK Requirements • NIDDK requires a Vendor that is able to renew all currently ordered subscription titles assuring that no delay or break in current subscription service will occur and whom can begin delivery of the subscriptions January 1, 2006, at the lowest overall price, taking past performance, ability to provide all needed subscription services, and all other technical factors into account. • NIDDK requires a Vendor to work directly with each publisher to order each subscription, to immediately make claims or amendments, and to act as the sole contact for NIDDK subscriptions problems, which include, but are not limited to, delivery or payment issues. • NIDDK requires a Vendor that has the ability, after award, to immediately process and order revisions of the quoted subscriptions that may include corrections, new subscriptions, title cancellations, delivery address changes, transfers, or subscription quantity amendments, etc., for the pending calendar year. • NIDDK requires a Vendor that is capable of providing all requested reports. • The Vender must be able to renew and/or order new revised subscriptions for all option years. • The NIDDK, during the period of performance of this purchase order, intends to work with the vendor in order to make claims, amendments, and to report requirements. Each Vendor should provide in their response the name, phone number, fax number and e-mail address of the key personnel contact that would be responsible for the daily performance of the purchase order. Specific NIDDK contact information will be provided to the awardee. NIDDK will notify the Vendor contact with any changes in the government contact. V. Vendor Requirements Subscription Vendor must provide full serial subscription services including: • Prompt placement and processing of all required serial orders and renewals directly to each publisher. • Ensure that period of performance will begin August 1 for each delivery year. • Ensure that delivery period starts January 1 and expires December 31. • Ensure that publishers are paid and confirm that publishers will begin delivery at the start of the subscription year. • Ensure that renewal subscriptions will be delivered with no delay or break in service from previous delivery year orders. • Perform all tasks associated with dealing with multiple publishers in order to guarantee no delays or breaks in service in the delivery of any serial title to any delivery address. • Handle all invoices and provide payments to publishers in a manner that will provide for no delay of delivery or break in service of any serial title. • Provide problem resolution directly with any publisher in order to continue delivery of serial titles with no delay or break in service of any serial title. • Ordering multiple titles for multiple addressees under one billing address. • Entering and processing claims for missing issues directly with each publisher and providing immediate written claim confirmation and status directly to the NIDDK government contact. • Handling delivery address changes with publishers and providing delivery address change confirmation reports to the government. • Handling cancellation of subscriptions with publishers and providing confirmation reports to the government. • Ordering new subscriptions at any time during the subscription service year and providing confirmation reports to the government. • Researching publication information. • Ordering all domestic as well as international subscriptions. • Ordering subscriptions in all available formats – print, electronic, computer disk, etc. • Vendor must have established Web site and offer online claims, ordering, title research, cost and billing information, e-mail accessibility, and training. Provide Web site location and note any additional services available through this web site. • Provide name, phone number, fax number, and e-mail address of one key personnel contact assigned to NIDDK and provide similar information for all other staff involved with providing customer support. • Provide required written reports to the government contact. 1. Monthly claim reports sorted by delivery address. Report must include serial title, issues missing, date claim made, result, and status of claim. 2. Provide one time option year quote report listing subscription titles, quantity per title, subscription title costs for next option year, and option year cumulative service fees sorted and separated by delivery address. This report should be submitted between July 1 and July 30 of each delivery year. 3. Provide separate quarterly reports sorted by delivery address documenting: New Subscriptions, Canceled Titles, Refunds, Additional Charges not on Revised Quote. Publisher provided refunds for early cancellations must be returned to NIDDK as a credit on the purchase order. • Immediately provide claim support. 1. Government contact will communicate claims to vendor contact via phone, fax, e-mail, or any other means that the government contact desires. 2. The vendor contact will forward claim to appropriate publisher and immediately submit written claim confirmation including estimated delivery date of any relevant missing issues via electronic mail to the government contact. 3. The vendor contact must also telephone the government contact and orally provide immediate claim confirmation. 4. Include written claim confirmation on the monthly claim report as described in this statement of work. • Provide three customer references. All bids must include statements regarding the bidder’s capability of meeting each of these requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or September 16, 2004. The quotation must reference “Solicitation number” NIH-NIDDK-04-324. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
