Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Atmospheric Programs (OAP), Clean Air Markets Division (CAMD), Analysis and Communication Branch (EAB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to Massachusetts Institute of Technology's Center for Energy & Environmental Policy Research (CEEPR) of Cambridge, MA. The purpose of this acquisition is to perform specialized analyses of NOx trading programs and allowance price. Under this Purchase Order, the Contractor shall provide an ex-post evaluation of trading using empirical data from the OTC NOx Budget program from 1999-2003. In assessing the program, the Contractor shall focus on the effect of allocation schemes on abatement and trading behavior and the response of affected sources to seasonal price differentials on banking and trading of emissions allowances. In addition, the Contractor shall provide an assessment of the factors that affect allowance prices o identify factors of interest and confirm or refute the influence on allowance prices, thus providing a guide for understanding allowance price variability of EPA's programs, and other market-based pollution control programs. It has been determined that CEEPR's expertise in sulfur dioxide trading programs and ability to develop sophisticated analytical models makes it uniquely qualified for providing similar empirical economic analyses of compliance strategies and emissions trading activities; as such, it is the only source known to satisfy EPA's requirement. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
