Description
NAICS Code: 541910 The U.S. Environmental Protection Agency (EPA) Office of Transportation and Air Quality (OTAQ), Transportation and Regional Programs Division (TRPD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to NOP World Automotive of Southfield, MI. The purpose of this acquisition is to perform studies for a green fuels initiative. Under this Purchase Order, the Contractor shall integrate the results of three of its annual consumer surveys, AFI Household Fleet and Ownership Study, Roper Green Gauge Study, and Market Influential Study, to enable TRPD to answer the following questions: (a) What costs, performance, and environmental expectation would motorists have if offered an EPA-designated, environmentally superior fuel for passenger vehicles? (b) How many motorists would be willing to pay a predetermined price premium for EPA-designated environmentally superior fuel? (c) How many vehicle fleet owners and operators can be reasonably expected to pay a predetermined price premium for an EPA-designated, environmentally superior fuel? It has been determined that because NOP World Automotive conducts the above-mentioned surveys and is the only known source with the infrastructure in place to integrate and cross-tabulate annual preexisting surveys that are able to be tailored to focus exclusively on automotive consumer behavior, environmental consumer behavior, and the "market influentials" (a group of the consumer segment that sets trends for other segments of the market), it is the only source uniquely qualified to satisfy EPA's requirement. The North American Industry Classification System (NAICS) code for this procurement is 541910. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
