- One(1) Indefinite Delivery Indefinite Quantity (IDIQ) Service Contract will be awarded for environ?mental ser?vices within the Southwestern Division (SWD) or as assigned. The procurement is 100 percent set aside for HUBZone contractor competition. The contract is anticipated to be awarded no later than the second quarter of fiscal year 2005. The contract is for a base year with two option years and a total contract amount not to exceed $3,000,000. The base year and each option year are in an amoun t not to exceed $1,000,000. Should the total individual contract amount reach $1,000,000 prior to pas?sage of 365 calendar days, the option for an additional year and an additional $1,000,000 of work and services may be exercised. Similar action is avail able on the remaining years. Work under this contract will include but is not lim?ited to any or all of the following. Conduct various environmental, health and safety, and compliance training. Training topics may include but are not limited to: ISO 14000, environmental planning an d program management, National Environmental Policy Act; environmental auditing, Occupational Safety and Health Administration (OSHA) compliance and hazard communication; storm water pollution prevention, environmental chemistry, hazardous materials manag ement and storage; environmental sampling; confined space entry and rescue, first responder training (awareness, operations, and on-scene incident commander); hazardous materials and waste generator compliance; pollution prevention planning; hazardous wast e transportation; and Resource Conservation and Recovery Act (RCRA) compliance. Services relevant to the design, implementation, coordination, and verification of environmental managements systems (EMS) including, but not limited to: Gap analysis and aud iting services relevant to: ISO 14001; CF-EMS (EPA/DOJ); CEMP (EPA); EMAS (EU); EPAS (US Army); ESOCAMP (US Air Force); ECE and other process and performance standards; EMS awareness, implementation, and auditing training specifically relevant to federal f acility EMS; competency-based environmental training program development, management, and implementation; providing root-cause (ISO14001) analysis services; performing aspect and impact analysis; EMS implementation planning; coordinating corrective action and management review; providing and/or preparing management representation; environmental policy development and deployment; and developing EMS manuals, written procedures, and documentation control systems. Services relevant to conducting program analyse s including, but not limited to: comprehensive evaluations of certain environmental areas, recommendations for actions necessary to comply with regulatory requirements or to improve the programs. Program areas may include, but are not limited to: develo pment of environmental management systems plans; master planning activities for military installations; environmental training; GIS training; and conversion of environmental data into a GIS database. Program analyses may require the preparation of environ mental plans, documents and reports. General services may include, but are not limited to: environmental training; basic library/literature research; environmental auditing, mapping, GIS database development; and report preparation; and any additional se rvices required to support Tulsa Districts environmental mission. Plans and specifications will be available on/or about October 08, 2004, and will be provided on Compact Disk (CD-ROM). THE NUMBER OF CD-ROMS WILL BE LIMITED TO ONE (1) PER FIRM. Plans, s pecifications, and planholders lists will not be provided in a printed hard copy format.
