SECURITY ACCESS: Employment Authorization (no access) AREA OF CONSIDERATION: U.S. Citizens. POSITION DESCRIPTION I. Introduction: Organizational Location of the Position: The position requires residence in Cairo, Egypt. Cairo is the largest city in Africa and the Middle East. It has a number of urban problems such as severe pollution, and traffic congestion. However, it is relatively crime-free and offers many cultural and recreational opportunities, including major museums, important historical sites, and most sports. The Red Sea and the Mediterranean Sea are easily reachable and provide opportunities for most water sports, especially snorkeling and scuba diving. USAID/Egypt Program: USAID/Egypt manages the largest and one of the most diverse programs in USAID. The program is highly visible and consequently attracts intense State Department interest, Embassy oversight, and Congressional scrutiny. The Mission is currently restructuring its portfolio to accommodate a planned reduction in the program budget by one-half and the staff by two-thirds over the next seven years, and a new country strategy that is designed to support Egypt?s efforts to compete successfully in the global economy. The incumbent will serve as an Electric Power Engineer in the Power and Telecommunication Division in the Environment and Infrastructure Directorate. The Power and Telecommunications Division consists of one U.S. Foreign Service Officer, two U.S. Personal Services Contractors, and two Foreign Service National Staff. Incumbent will report to the Team leader. II. Basic Functions The contractor will serve as an Electric Power Engineer, responsible for technical and managerial aspects of significant portions of the USAID financed Power Sector Support Projects. S/he will be responsible for providing a full range of advisory, planning, coordination, monitoring, information gathering, analysis, design and evaluation services of broad scope and complexity and for representing the Mission at the Ministry of Electricity and Energy (MEE), Egyptian Electricity Holding Company (EEHC), Generation Companies (GC) and Distribution Companies (DC) ? being the Project Officer responsible for activities which are highly technical, complex and require a seasoned manager to address issues of multifaceted nature. III. Specific Duties and Responsibilities 1. Serves as a responsible Project Officer for assigned components of the USAID financed Power Sector Support Projects and as such, acts as a primary USAID point of contact with the Egyptian Electricity Holding Company with respect to activities under his control. 2. Develops and maintains continuing contacts with officials within the GOE implementing organizations, suppliers and contractors in order to coordinate the development and implementation of assigned projects and program activities. 3. Keeps abreast of current development in the electric power sector including recent technological developments, host country needs and capabilities, and national concerns; issues trends and changes in GOE policy and regulations. 4. Provides advice, guidance and reports to senior Mission staff members on alternative approaches USAID might take to achieve the Mission's development goals in the Power Sector. 5. Advises and assists GOE Implementing Agencies, contractors and others on the implementation of assigned AID-financed electric power projects including compliance with terms of grant agreements, contract administration and enforcement, procurement of goods and services, project coordination and scheduling, financial matters and compliance with USG and AID regulations. Participates in negotiations with GOE agencies on Project Agreements, formal understandings and contracts and their modifications. 6. Monitors the adequacy and acceptability of the delivery of various goods and services provided under approved project activities including construction, equipment installation and training activities through setting criteria for evaluation, conducting field inspections, reviewing contractor reports, and conducting meetings with project personnel and contractor representatives. Submits reports on project progress, including professional analysis of engineering procurement, and construction, installation where deficiencies are noted; recommends corrective actions. 7. Advises and assists GOE implementing organizations in the development of detailed engineering designs, plans and cost estimates for assigned project and program activities. Reviews, evaluates, and makes professional recommendations concerning the engineering feasibility of plans developed. Analyzes and evaluates generators, transmission and distribution facilities, designs, drawings, specifications, schedules and lists of equipment requirements and recommends USAID's position on assistance commitments for projects. 8. Assists GOE implementing organization in the preparation of procurement documentation and the review of technical proposals, invitations to bid, bid award recommendations and contracts for engineering accuracy and technical adequacy. 9. Provides advice and assistance in evaluating the impact that USAID funded electric power generation, transmission and distribution projects are making on achieving the Mission's development goals. 10. Drafts project implementation letters, prepares action memorandums, reports, makes expenditure estimates and performs other related activities. 11. Provides the full range of engineering support services involving the planning and implementation of project and proposed project activities within the Electric Power Sector. 12. The Contractor will be required to submit monthly reports covering activities performed under the contract, as well as memoranda of field visits and/or relevant job meetings. Reports shall be of sufficient scope so as to be useful to USAID in fully monitoring the progress of contract activities. Basic qualifications and selective factors 1. Education (15 Points): A B.S. degree in Electrical or Mechanical Engineering is required. Post graduate training and/or a Masters Degree in Electrical or Mechanical Engineering desirable. 2. Prior Work Experience (30 Points): Minimum of fifteen years of progressively more responsible experience working in planning, engineering, construction supervision, operation and maintenance of electric power systems is required. USAID experience is desirable; also a minimum of five years of overseas experience. 3. Language Proficiency (10 Points): Fluency in written and spoken English is required, with advanced writing skills. Arabic language is desirable. 4. Knowledge Requirements (25 Points): Familiarity with the electric power infrastructure and services is required. Familiarity with system planning principles, rate making techniques, and utility financial reporting is desirable. 5. Abilities and Skills(20 Points): Position involves extensive interactions with GOE, US Contractors, and USG officials and requires keen diplomatic skills and an ability to develop and maintain effective working relationships with Egyptian organizations. Must demonstrate good communication skills, both written and oral. IV. TYPE AND DURATION OF APPOINTMENT: Employment shall be through an A.I.D. Personal Services Contract for a period of one year with an option to renew for another year. This Personal Services Contract is subject to the availability of funds. V. FEDERAL TAXES: USPSCs are not exempt from payment of Federal Income taxes. VI.
