- Description
- NASA/LaRC has a requirement for a study of the applicability and optimization of remote field eddy current inspections for the nonferrous thruster material in accordance with the attached Statement of Work. NASA/LaRC intends to purchase the services from Innovative Materials Testing Technologies(IMTT), Inc. because IMTT possesses unique, patented technology and methods for electromagnetic field focusing remote-field eddy current which forms the basis of the required inspection method of Space Shuttle Thrusters. IMTT is the only source capable of satisfying the government's inspection requirements. The sole source authority for this acquisition is FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 17, 2004. Responses shall include a detailed explanation of how the organization proposes to conduct the study identified in the Statement of Work and describe any experience of similar studies or technical expertise. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
