Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to procure on an other than full and open and competitive basis, Generator Preventive Maintenance Services of the Government owned electric generation systems, Caterpillar Model 3512 Packaged Engine-Generator Sets located at U.S. Joint Forces Command?s Joint Warfighting Center (JWFC), Suffolk, VA. The requirement is for twelve months of preventive maintenance services, anticipated to commence 20 September 2004 , with three (3) twelve-month option periods. The requirements of this acquisition include the identification of potential problems through periodic maintenance and inspections before failure occurs. Carter Machinery was competitively awarded contract N00140-00-C-2577 for delivery, installation and preventive maintenance for the generators supporting the JWFC. The instant acquisition is being processed on the basis of other than Full and Open Competition, sole source to Carter Machinery Company, Inc. under the statutory defined in Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501), as implemented by FAR 8.405-6. Carter Machinery is considered the only responsible source capable of providing the required support to JWFC?s generators, as this firm installed the 2.8MW Auxiliary Power System (APS) at the JWFC site. Cart Machinery has all the records and maintenance documents since initial installation, including post installation test results. Carter Machinery is the only company, which has the supplies, replacement parts, and can provide the service required by the manufacturer. All other responsible sources may submit documentation for consideration regarding their ability to provide the required maintenance services, as well as financial and technical information. A determination not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be forwarded to FISC Norfolk Detachment Philadelphia, 700 Robbins Avenue, Building 2B, Philadelphia, PA 19111-5083, to the attention of John D. Favata, Code 02P22Z, and reference document number N3979204RCJW160. The placement of a firm fixed price purchase order is anticipated. The applicable North American Industry Classification (NAICS) code and small business size standard are 811310 and $6M, respectively.
