Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. The US Army Communications and Electronics Command (CECOM) intends to award a Sole Source, Firm Fixed Price with 100% option contract to Fidelity Technologies under 10 USC 2304(C)(1) as implemented by FAR 6.302-1(a)(1), Only One Responsible Source. The acquisition is limited to Fidelity Technologies, 2501 Kutztown Road, Reading PA 19605 for spare parts for the AN/TMQ-48 Meteorological Measuring Set (MMS) used with the AN/TSQ-198 Tact ical Terminal Control System (TTCS). This new contract will be for spare parts required to maintain the MMS, including the Anemometer, compass, mounting brackets, a tripod, and the necessary ropes and guy wire needed to support the tripod, as well as trans portation cases for all the hardware. The parts to be place on contract include the following NSNs: QTY OF (3) NSN 5895-01-424-5338 Anemometer, CV-4310/TMQ, QTY OF (3) NSN 6660-01-416-4336 Sensor kit in a hard case, QTY OF (6) NSN 6660-01-422-8504 Entire M MS including all hardware, and QTY OF (3) NSN 6625-01-423-8832 Tripod kit in a transport bag. The government conducted market research during Feb 2004 and no sources expressed interest. As a previous source, Raytheon was contacted and directed the Govern ment to the OEM for the MMS, Fidelity Technologies. Thus, Fidelity Technologies is determined the only source that possesses the capability and knowledge required to satisfy the Government's requirements. Applicable to this solicitation is FAR 52.212-1, I nstructions to Offerors-Commercial. Offerors are required to complete and submit a copy of the FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items; this provision is to be sent as a separate electronic attachment. Applicab le to this solicitation is FAR 52.212-4, Contract Terms and Conditions-Commercial Items. Applicable to this solicitation is FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. This notice is n ot to be considered a request for offer/proposal from other sources. CECOM has established the Army Single Face to Industry (formally known as the IBOP) Website to allow electronic transmittal of Requests for Proposals (RFPs), Request for Quotes (RFQs) an d Invitation for Bids (IFBs) from CECOM to industry.
