- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Contractor written quotes are being requested. This solicitation is unrestricted as to business size. This notice is hereby issued as Request For Proposal (RFP) No. NCNS4000400206RA. This RFP and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-24. The line item(s) will be performed in accordance with the specifications listed below. The prices quoted shall be all inclusive of costs. Signed and dated offers must be submitted to the U.S. Department of Commerce, NOAA/CASC, Attn: AMD/Ron Anielak, Room 1756, 601 East 12th Street, Kansas City, Missouri 64106. Proposals must be received on or before 2:00 pm CDT, September 17, 2004. Proposals may be faxed to 816-426-7530 Attn: Ron Anielak. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Award will be made to the offeror offering the best value and who demonstrates compliance with the requirements of this solicitation. In addition to price, offers must include the following: 1) a completed FAR 52.212-3, 2) confirmation of registration in the Central Contractor Registration database, 3) a proposed delivery schedule, and 4) references for conducting past performance reviews. This is a firm fixed price solicitation. SCOPE OF WORK: The contractor shall provide 1 each Amersham Ettan Spot Picker, model No. 18114528 and protective hood model No. 18114917, DECYDER + PC & single user license model No. 18116305 to include insurance and handling charge if any OR 1 each Government Scientific Source, Inc. Genomic Solutions, HT analyzer 2D evolution, single user license Model No. FLX5102D, Genomic Solutions, Investigator ProPic Spot Excision Robot model No. PROPIC, including workstation, computer and monitor also to include insurance and handling charges if any. The above items shall be compatible with other Amersham manufactured equipment already in place at Hollings Marine Laboratory. Delivery of items will be to Hollings Marine Laboratory, Charleston, SC. Offeror shall identify any applicable GSA contract and best delivery date/schedule. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. Ability to provide the specific items identified. Past Performance. Provide list of contacts including phone numbers, contact person names, etc., to conduct firm?s past performance in successfully providing equipment to others using the equipment in conjunction with other equipment manufactured by Amersham. Price. All factors other than price are equally important to one another. The price evaluation will determine whether the proposed price is realistic, complete, and reasonable in relation to the solicitation requirements. The Government reserves the right to award to other than the lowest priced offer or to the highest technical offer if the Government determines that to do so would result in the best value to the Government. **Insert data for CAR 1352.215-75 Basis for Evaluation This is a best value, competitive acquisition. Award will be made to the offeror whose offer meets or exceeds the solicitation requirements; which is determined responsible in accordance with the Federal Acquisition Regulations (FAR) by possessing the financial and other capabilities to fulfill the requirement of the contract; and whose proposal is judged by integrated assessment of price and other evaluation factors listed herein to be the most advantageous to the Government. The Government will use the best value trade-off process in determining which offer is in the best interest of the Government in accordance with the FAR.
