*** REQUEST FOR INFORMATION *** 1. The Defense Supply Center Philadelphia (DSCP) is requesting information from qualified sources that can provide commercial, off-the-shelf frames that will replace the current standard issue S9 frame and also to provide additional frames for the military?s ?Frame of Choice? program. The new standard issue frame will replace Military Specification MIL-S-0037954B, dated 15 Aug 1990. If this notice results in a formal procurement action, the Department of Defense estimates that greater than 400,000 frames will be ordered per year. Ultimately, these frames shall be ordered by DoD optical labs through DSCP?s ECAT (Internet-based ordering platform), the government?s electronic catalogue for optical fabrication. *** 3. Potential suppliers of the standard issue S9 replacement frame may refer to the cited military specification for general guidance on form, fit, and function; however, the Government?s objective is to procure a commercially available, off-the-shelf frame that meets commercial standards such as the American National Standards Institute (ANSI) Z-87.1 or comparable American Society for Testing Materials (ASTM) standards. In addition, frames must meet the Z-80.5(1997) Ophthalmics - Requirements for Ophthalmic Frames. *** 4. The new standard issue spectacle frame shall be: a) available in a range of sizes and temple lengths, b) available with and without nose pads, c) composed of ophthalmic plastic material, d) available with either skull or cable temples and, e) male/female or unisex. The temple shall not restrict peripheral vision. No color is specified. For the frame of choice program, current trends and styles will be considered to include both zyl and metal frames. *** 5. Sources interested in responding to this request shall submit frames of varying sizes, both with and without nose pads. Product literature, color pictures, and technical specifications and estimated price quotations shall also be submitted. *** 6. The Government encourages innovative design ideas from industry. *** 7. Samples shall be delivered to: Naval Ophthalmic Support and Training Activity ATTN: John Nickerson, 160 Main Rd, Suite 350 Naval Weapons Station Yorktown, VA 23691-0350 *** 8. The outside of the package shall be marked: ?Frame Samples? Samples must be received at the above address by November 1, 2004. No samples will be returned.
