- DUE TO THE EXPECTED HIGH VOLUME OF INTEREST AND TO ENSURE DOCUMENTATION OF QUESTIONS AND ANSWERS, SPECIFIC QUESTIONS RELATED TO THIS ADVERTISEMENT MAY ONLY BE SUBMITTED ELECTRONICALLY BY E-MAIL OR FAX TO: helene.s.mitchell@sam.usace.army.mil or 251-6 94-4640, SUBJECT: SOLICITATION W91278-04-R-0076. Provide all supervision, labor, plant, equipment, materials, and all other things necessary to make Emergency Temporary Roof Repairs for Homes/Buildings damaged by Hurricane Frances, State of Florida by: 1) installing Government-Furnished plastic; 2) furni shing and installing structural panels; 3) furnishing and installing joists and rafters, and 4) preparing submittals. Estimated duration for this effort is 90 calendar days. As a minimum, the Contractor shall repair at least 2,000 roofs per day. The con tracts will be Fixed-Price Indefinite Delivery/Indefinite Quantity with a Guaranteed Minimum of $5,000. Multiple Awards will be made for up to five (5) contracts with a Maximum value of $250,000,000.00 per contract. This solicitation is unrestricted. T he NAICS Code assigned is 236220 with a Size Standard of $28,500,000.00. This procurement will be advertised as a Best Value, Request for Proposal. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposa l, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan at the time of proposal submission. NOTE #1: This solicitation is being issued subject to availability of funds to be provided by FEMA. NOTE # 2: The solicitation package will be available for download on or about September 3, 2004, 1:00pm CST. NOTE #3: Wage Determinations for counties within the State of Florida will be in the solicitation package. NOTE #4: Proposal due date will be Septemb er 5, 2004, 3:00pm. CST. NOTE #5: The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Governments best interest. Therefore, Offerors (t o include subcontractors and Dodge/Plan Rooms) are required to self-register their firm or office on the Internet and download the solicitation at the following site: http://www.sam.usace.army.mil/sam/ct.
