Description
The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the American College of Surgeons (ACS). This requirement is being procured in accordance with the Federal Program that was established to administer Title XII, Trauma Care, Public Law (P.L.) 101-590, the Trauma Care Systems and Development Act. The purpose of this procurement is to (a) provide specialized expert technical assistance consultation and recommendations through a multidisciplinary process as established by the ACS; (b) orient additional experts to the program; (c) review trauma center verification data and manage the (d) Model Trauma System Planning and Evaluation State Self- Assessment Tool pilot. Any other organization would have to spend significant resources to develop the database that ACS already has. Therefore, ACS is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The anticipated period of performance is for eighteen (18) months. The NAICS code for this procurement is 541990. A Justification for Other than Full and Open Competition is on file. Interested parties are advised to submit their capability packages to the attention of Diane Coger, Contracting Officer. All capability packages may be received by e-mail (Dcoger@hrsa.gov) or in writing within the 5 days from the date of this notice. Fifteen (15) days from the date of the issuance of this notice, the Contracting Officer will proceed in accordance with FAR regulations to award a purchase order to ACS.
