- Description
- This project is sponsored jointly by the Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA), hereafter referred to as the Government. The purpose of this project as required by the National Childhood Vaccine Injury Act (NVCIA), P.L. 99-660, is to provide a single nationwide mechanism by which vaccine adverse events (VAEs) occurring after receipt of vaccines as specified in the NCVIA are collected and analyzed. It is additionally intended to provide the same reporting mechanism for all other VAEs not specified by the NCVIA. For all reports, the impetus for reporting is not a presumed causal relationship between the vaccination and the event, but may be based simply on factors such as the occurrence of the event temporally following vaccination and the lack of other obvious causes. In addition, beginning in 1994, the National Vaccine Injury Compensation Program (VICP) participates in the VAERS system by forwarding information to VAERS based on claims filed under the NCVIA. Clinical experts with the VICP also review selected VAERS reports at the request of the Government, after personal identifying information has been removed from the VAERS reports. The Contractor will be responsible for all the day-to-day aspects of VAERS operations, including 1) promoting reporting, 2) data collection and entry into a database using standard quality control and quality assurance measures, 3) follow-up of serious and selected other reports, 4) data security, integrity, authenticity, and confidentiality, 5) providing support for CDC and FDA researchers in conducting epidemiologic and other scientific studies of VAERS data, and 6) complete detailed up-to-date documentation for all business processes and IT systems. It is anticipated that a cost-plus-award-fee contract will be made. The performance period for the contract will be seven years. This will be a full and open competition requirement. The NAICS code for this procurement is 541990. See Numbered Note 26. Upon issuance, the RFP will be available on the Internet at www.eps.gov. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date. The solicitation issue date will be on or about March 19, 2004.
