Congress enacted the Federal Property and Administrative Services Act in 1949 establishing GSA?s FSS as a central organization to ?provide an economic and efficient system for the procurement, supply and disposal of surplus property and performance of related functions.? With a projected business volume of over $30 billion a year, FSS offers more services and products than any commercial enterprise in the world. For many years, State and local officials have expressed their interest in using the U. S. General Services Administration?s (GSA?s) information technology (IT) schedule contracts. Recent passage of the E-Government Act of 2002 in December 2002 has turned that interest into a reality. However, it took nearly five months before an interim rule was published revising GSA?s General Services Administration Acquisition Regulations (GSAR) to implement Section 211 of the E-Government Act of 2002 to permit use of the GSA Schedule 70, IT contracts to State and local governments. The goal of the new rule is make ?government? (considering all levels) more efficient by reducing duplication of effort and using volume purchasing techniques for the acquisition of IT products and services. The 50 states, 3139 counties, 19,365 incorporated municipalities, 30,386 minor subdivisions, 3,200 public housing authorities, 14,178 school districts, 1,625 public educational institutions of higher learning, and 550 Indian tribal governments are among the potential new users of the IT Schedule 70 contracts Fifteen states have written commitments in cooperative purchasing with the Federal Government, with the expectation that more states will follow suit. The state market for IT initiatives requires GSA to be pro-active in finding the solutions to assist each state in their procurement process. This requires GSA to become more knowledgeable in the best means to support state cooperative purchasing agreements. GSA?s Federal Supply Service (FSS) is conducting research to become better educated on state and local markets and how to best reach and assist this customer 2.0 SCOPE OF WORK The U.S. General Services Administration (GSA), Federal Supply Service (FSS), Office of Marketing (FM), is seeking a contractor subscription service to assist GSA in gaining and maintaining current and accurate data and information for each of the 50 States and top counties and cities, and thereby supporting, State Cooperative Purchasing initiatives. Our goal is to establish a long term partnership with each individual state by becoming a value-added, necessary partner in each state?s Information Technology (IT) acquisition process. The contractor will provide unlimited access or licenses for ALL GSA Associates and GSA will pay the agreed yearly rate. The contractor will be expected to provide training on how to use the subscription site and will report usage data to a designated GSA associate of how often each of our licensed employees are using the website This performance work statement consists of completing the tasks and performance requirements. 3.0 PERFORMANCE WORK STATEMENT TASKS AND CRITICAL SUBTASKS The contractor shall provide on-line subscription access for all GSA Associates to an existing site for state and local government data and information that is maintained to be current and valid. This subscription service data and information must contain the following minimum requirements. 3.1 Detailed Profile Information. Contractor?s website will contain detailed profile information for: 3.1.1 all of the 50 United States 3.1.2 largest 100 counties, and largest 100 cities (based on budgets) 3.2 Detailed Profile Information Content. Contractor?s website will contain detailed profile information for: 3.2.1 procurement policies 3.2.2 procurement trends 3.2.3 State and Local government requests for proposals (bid information) 3.2.4 executive level contact information, including at a minimum, the Governor and Chief Information Officer 3.2.5 IT Opportunities at the state level 3.3 State and Local Links. Contractor?s website will maintain current and valid links to each State?s main web pages. Local government main web pages shall be linked as available. 3.4 Request for Proposal (RFP) listings and articles shall be an available link. 3.4.1 RFP?s must be updated on a regular daily basis. Website must contain County, City and State government plans and reports for future government projects. 3.5 Basic Training. Contractor will provide basic training on how the website works and where to find points of interest. Number of training sessions and specific dates to be determined after contractor is named. 3.6 Usage Report. Contractor will provide, to a designated GSA employee, a monthly usage report for each GSA license holding employee. 3.7 Technical Support. Contractor will provide trouble shooting support for users if a link is defective or if the user is having difficulty finding data within the website. 3.8 Subscription Access. Contractor will maintain the site and provide GSA Associates access for a one-year period. 4.0 DELIVERABLES 4.1 Delivery Schedule Deliverable PWS requirement Date of Award (DOA) Recipient On-Line Subscription Service Access With Requirements in PWS. PWS Section 3.0 ? 3.8 DOA + 7 days GSA Associate names to be provided at time of award 5.0 GENERAL PROVISIONS 5.1 Supplies and Personnel The contractor shall furnish all supplies and personnel required for the performance of this contract. 5.2 Timeline Period of Performance is 52 weeks beginning with the first group of GSA Associates to be given access to the subscription service. 5.3 Place of Performance - Work will be performed at the service providers work site. 5.4 Government Furnished Supplies and Services ? Not applicable. 5.5 Travel - Travel is not anticipated for this requirement. 6.0 EVALUATION FACTORS Evaluation will be based on Technical Quality and Price. Technical quality is the most important evaluation criteria. The Contractors technical proposal shall address the PWS and the following evaluation factors. All technical factors will have equal weight. A two day review, with full access to the State and Local Government subscription website, will need to be provided for five GSA employees before award will be granted. The five employees will be designated by Project Manager. The following technical factors will be considered: Technical (pass / fail) Task Factors: Past experience creating and maintaining an on-line service for state and local governments as described in the performance work statement. Current experience supporting state and local government data and information as described in the performance work statement. Ability to deliver monthly usage statements to customers. Ability to maintain a current and up-to-date website environment The Contractors technical proposals must address all requirements, as partial proposals will be rejected. Price Proposal The Contractor shall provide a firm fixed price proposal to complete the PWS within the stated time frame for all tasks. Task Order Award This requirement will be awarded to the Contractor who offers the best value and whose technical proposal provides the most advantageous solution to the Government, price and other factors considered. For this requirement technical factors are more important than price. As the technical factors become more equal, then price could become the deciding factor. The FSS Contracting Officer will determine what trade-off between technical merit and price promises the greatest value to the government, price and other factors considered. 7.0 QUALITY/PERFORMANCE REQUIREMENTS for State and Local Government Profile on-line subscription service. PWS 3.0 ? 3.7. The Governments acceptable quality level is 100% of the data and information requested be maintained on the contractors web-site. PWS 3.8 ? The Government acceptable quality level is 95% ?up-time? for the subscription service. In the event the system is not operational, FSS COTR will notify the contractor by phone or email, giving the specific problems. The contractor shall have five (5) working days to correct the deficiency and notify the COTR (number of days can be adjusted to degree of difficulty).
