- NAICS Code: 541620 In accordance with FAR Part 12 Simplified Procedures, the U.S. EPA ORD requires preparation of a Technical Report of Opportunities to Improve Structural Integrity Monitoring Capabilities for Water Mains through Federal Research and Technology Transfer. The contractor shall develop a technical report that identifies recent Federal research products that improve performance and/or cost of structural integrity monitoring (SIM) and are potentially applicable to water mains; and documents the development and implementation of a protocol for systematically ranking the SIM research products based on their potential for successfully and substantially reducing high risk drinking water mains failures. The scope of work consists of four (4) main tasks. Task 1: Characterization of Potential High Risk Mains, Task 2: Identification of Relevant SIM Components and Systems in Federal Government Research Programs, Task 3: Characterization of Identified SIM Systems and Components for Applicability, Performance Improvement, and Cost Reduction Potential for High Risk Water Mains, and Task 4: Identification of SIM Relevant Federal Research That Will Improve Understanding of Pipe Materials Deterioration and Failure. The Contractor shall complete the report within ten (10) months of Purchase Order award date. This procurement is a small business set-aside under NAICS code 541620 with a size standard of $6,000,000. Award will be made using "Best Value" evaluation criteria. All responsible sources may submit a quote which shall be considered by the Agency. Any firm believing itself capable of providing the required technical report must request a copy of the RFQ in writing within ten (10) days of electronic posting of this notice.
