- Description
- This project will provide for a Design Build and Construction through a Best Value Source Selection to construct the following: a multi-story, exterior corridor Bachelor Enlisted Quarters (BEQ), site work and greenway trail. The building design shall use the standard 2+0 room configuration as outlined in directive UFC 4-721-10 (DESIGN: NAVY AND MARINE CORPS BACHELOR HOUSING). Provided within the building design shall be 216 sleeping rooms with semi-private baths. Each room will be shared by 2 occupants allowing for a total of 432 residents within the building. The building shall also include community and service core areas consisting of laundry facilities, lounges, administrative offices, security video tape room, housekeeping areas, coin-operated video game room and public restrooms. If the BEQ is designed as four or more story structure, an elevator system shall be provided. The building shall be constructed on a pile foundation system with reinforced concrete floor slabs and shall be supported by a structural steel framing system. The exterior walls shall consist of concrete masonry unit (CMU) block construction with a masonry brick veneer. Interior walls shall be CMU block walls. Roofing system for the building shall be standing seam metal roofing. Exterior materials such as brick, metal roofing and painted finishes on exterior doors and windows shall match adjacent buildings located around the building site. After substantial completion of the BEQ and the thirty day delay for transfer of personnel and equipment from Building AS4010, the following work shall be included: removal and disposal of hazardous materials, demolition and removal of Building AS4010 and associated parking lot. The BEQ building and building site design and construction shall achieve LEED certification from the U.S. Green Building Council. Offerors will be evaluated on both technical and price proposals. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. However, the Government may contact proposers for the purpose of clarifying aspects of their proposal. The Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted the proposers will be afforded the opportunity to revise their proposals. The request for proposals and plans and specifications will be issued approximately 9/17/04. This solicitation is available in electronic format only.
