- The U.S. Fish and Wildlife Service (FWS) intends to issue a Request for Quotation (RFQ) for services of a responsible proposer(s) to provide crews, equipment, and supplies to map invasive exotic plants and threatened and endangered species when in co-habitation (detailed ground surveys only) with invasive exotic plants on 13 National Wildlife Refuges in Florida. Two types of surveys shall be conducted dependent upon the size of the refuge and as stipulated in the statement of work or individual task assignment. These surveys shall include 1) intensive ground mapping of invasive exotic and threatened and endangered plant species or 2) Systematic Reconnaissance Flights SRFs). All flights or transect lines will be based on the Universal Transverse Mercator (UTM) coordinate system. This corresponds with the Universal Transverse Mercator grid ticks on USGS quadrangle maps. Data shall be collected using Real time Trimble GPS units or similar units to be provided by the CONTRACTOR. Types of invasive exotic plants are Australian pine, beach naupaka, Bischofia, Brazilian pepper, Chinese tallow, climbing cassia, coral ardisia, earleaf acacia, Japanese Climbing fern, java plum, assorted invasive exotic grasses, lather leaf, melaleuca and Old World climbing fern are causing widespread damage to native plant communities through Florida. This is a small business set aside with NAICS code 541360 and size standard of $4 million. A firm fixed price commercial order will be issued. Anticipated award date will be on or about September 15, 2004. The RFQ documents will be available electronically on the Federal Business Opportunities web site at http://fedbizopps.gov. Paper copies WILL NOT be available. Registration with the FWS for Electronic Commerce (EC) at the National Business Center (NBC) website http://ideaec.nbc.gov will also be required. Prospective offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov in order to be eligible for award. CCR help is available at 1(888)227-2423.
