Description
This is a combined synopsis/solicitation for the procurement of professional services prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, as supplemented with additional information included in this notic e. This announcement constitutes the only solicitation, quotations are being requested and written solicitation will not be issued. This solicitation is issued under Request For Proposals (RFP) number W912LP-04-R-0010. All proposals shall reference the RFP number and shall be submitted by 4:30 P.M. local time on 17 Sep 2004. The anticipated award date is 21 Sep 2004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-24 dat ed 18 June 2004. This solicitation is issued under Full and Open Competition. The North American Industry Classification system code (NAICS) 611699 size standard of 6.0. The Iowa National Guard wishes to acquire education services to carry out the Midwes t Counterdrug Training Centers mission requirements. The instruction requested by the Midwest Counterdrug Training Center will be focused on counter drug clandestine lab investigations. The proposed instructor will be responsible for providing a 5-day, 40 -hour course to instruct forty law enforcement professionals to include the following areas of instruction: Intro to clan labs, clan lab methods (meth, MDMA, GHB, cocaine conversions), toxicology, chemical hazards, physical hazards, container characterizat ion (exercise), air monitoring, hands-on meth cook (exercise), combustible gas indicator (exercise), color indicating tubes (exercise), chemical protective clothing, respiratory protection, SCBA donning (exercise), APR fit test (exercise), site control/dec ontamination (exercise), hazard assessment and investigative techniques, entry/assessment/processing/decontamination (exercise), chemical handling (lab), lab assessment, and raid planning: booby traps, trends and myths. This training must be in compliance with OSHA regulation 29 CRF 1910.120, paragraph q for emergency response. DEA, State Agencies, and OSHA must recognize the course as providing the training necessary to certify investigators capable of participating in the entry, seizure, assessment, dism antling and disposal of clandestine laboratories. The contracting firm and their instructors should have a background in and be currently engaged in training law enforcement officers involved in methamphetamine clandestine laboratory investigation. The co ntracting firm must have a minimum of 10 years experience in providing methamphetamine clandestine laboratory training to law enforcement officers. Instructors must have a minimum of 5 years experience teaching methamphetamine clandestine laboratory train ing to law enforcement officers. Documentation is required. Contracting firm must be able to establish and maintain an effective relationship with the U.S. Drug Enforcement Administration (DEA) and incorporate DEA instructors into the curriculum for classr oom instruction and chemists for a clandestine methamphetamine cook. Contracting firm must also provide a separate re-certification course during the conduct of the certification class that will provide the annual refresher training required for previously certified law enforcement officers. Each student at each class is to receive the following items, or like items: 1. Clan Lab Wizard (CD): an all-in-one tool for Clandestine Lab investigations which features over 130 common Clandestine Lab chemicals that can be searched by name, class, drug, or method of cooking. Includes 28 different Clandestine Lab drugs, calculates theoretical yields from precursors and essential chemicals found. Provides general safety information to help law enforcement and hazmat r esponders safely deal with Clandestine Labs. Provides the ability to search an equipment database filled with common Clandestine Lab equipment by name, use, or picture. 2. Clandestine Laboratory First Responder Field Guide (3rd Ed, yellow): designed for Public Agency Personnel who discover or knowingly respond to an incident involving a Clandestine Lab which provides important heath and safety information s howing common laboratory setups, key drug-lab ingredients, chemicals used and chemical hazards, indicators, physical hazards and safety precautions; includes over 70 revised photographs of common lab equipment apparatus and chemicals. 3. Clandestine Lab Operations and Safety Field Guide (blue): standard issue to DEA agents, state and local law enforcement officers trained through the DEA Clandestine Lab Safety Certification. It provides information concerning respiratory protection and air monitoring, ch emical incompatibility charts, chemical guide, basic safety, and assessment and site decontamination. Also includes Clandestine Lab processing including a list of common household chemicals with chemical identification and hazards. 4. NIOSH Pocket guide (book and CD-ROM), 2000 ERG, and a training manual will also be provided. All like items must be submitted with the bid proposal to ensure they meet the specified requirement. The dates and locations of the courses are as follows: Iteration 1. 4-8 Octo ber 04 in Springfield, IL. Iteration 2. 25-29 October 04 in St. Paul, MN. Iteration 3. 1-5 November 04 in Johnston, IA. Iteration 4. 14-18 March 05 in Salem, OR. Iteration 5. 21-25 March 05 in Yakima, WA. Iteration 6. 18-22 April 05 in Johnston, IA. The remaining 4 dates and locations will be determined after contract award. All travel, lodging, and meal expenses are to be incurred by the instructor and should be reflected in the unit price provided for the class. Base year plus four option year s: Each option year will include 10 class iterations with dates and locations to be determined. Course cost should be submitted for the courses to be held in the base year and separate prices for the courses to be held during each option year. Contract is subject to the availability of funds. In accordance with the solicitation provision 52.212-2, Evaluation  Commercial Items (Jan 1999) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous representing the best value to the Government price and other factors considered. The technical factors will be rated significantly higher than the cost factors. The technical factors that will be used to eval uate offers are the ability to meet the minimum contract training requirements and past performance. Technical factors are comprised of the evaluation of vendors training proposal, and shall be based upon the following: The vendor shall demonstration the a bility to provide the specified instruction, to include course length, content and presentation dates. The course outline should be described in sufficient detail for the Government to be able to evaluate the proposed curriculum. Training materials must be provided for evaluation. Past performance will be evaluated as follows: Evaluation of past performance shall be based on information provided by the offerors and any other information the Government may obtain by following up on the information provided b y the offerors and/or through other sources. The offeror must identify three Federal, State or local Government and private contracts for which the offeror has supplied similar services to those identified in this solicitation. References should include t he most recent contracts completed within the last five years. The offeror shall provide a point of contact, current telephone numbers and fax numbers and/or e-mail address for each contract. Offerors shall address each evaluation factor stated above; fa ilure to address any item may cause the offerors proposal to be rejected. Offerors are reminded to include a completed copy of FAR 52.212-3, Offeror Representat ions and Certifications-Commercial Items with their proposal. FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.204-7, Central Contracting Registration, FAR 52.232-18, Availability of Funds, FAR 52.222-25, Affirmative Action Compliance, and FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, are hereby incorporated by reference. FAR 52.222-49, Service Contract Act-Place of Performance Unknown, states that this contract is subject to the Service Contract Act, and the place of performance is unknown. The place of performance is to be determined, and will be coordinated with the successful vendor after contract award. Additional wage determination requests will be made after contract a ward. Offerors who intend to perform in a place or area of performance for which a wage determination has not been attached or requested may nevertheless submit bids or proposals. However, a wage determination shall be requested and incorporated in the re sultant contract retroactive to the date of contract award and there shall be no adjustment in the contract price.
