- This is a combined synopsis/solicitation amendment to add three option periods and to give notice that the requirement is for commercial services. This announcement is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included herein. Original synopsis December 2003, Interim Contract Support (ICS) of the C-130 AN/ASN-167(V) Ground Collision Avoidance System (GCAS) Air Data Sensor (ADS), NSN 6610-01-393-2388LG, PN HG1131AA01. Three additional option periods are being added to provide coverage through November of 2009, bringing the total period of coverage contemplated to five years. This announcement constitutes the only solicitation amendment; proposals are being requested and a written solicitation amendment will not be issued. This request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. The following provisions apply: 52.211-15, 52.212-1, 52.212-3, (Offerors include a completed copy of this provision ), 52.212-4, and 52.212-5, which includes 52.222-21, 52.222-26, 52.222-35, 52.222-36, and 52.222-37. DPAS Rating: A1. FOB point shall be at origin for serviceable assets. Evaluation will be by analysis of price and price related factors. CBD note 22 applies. To: Honeywell International Inc., Minneapolis MN. Any responsible sources may submit an offer, which shall be considered. Authority: 10 USC 2304(c)(1). Justification: supplies or services required are available from only one or a limited number of responsible source(s)and no other types of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government.
