Presolicitation Notice Date Submitted: 02 Sep 04 OC-ALC/LPKBB DIR CONTRACTING/PROPULSION 3001 STAFF DR STE 1AC1/115 TINKER AIR FORCE BASE OK 73145-3032. 28?REPAIR/OVERHAUL #4 FRONT BEARING AIR SEAL (MULTI-LAND), SPEC SOL FA8104-04-R-0328 DUE 18 OCT 04 Rob LaFollette/LPKBB/[405]734-8757, For additional information contact Rob LaFollette/LPKBB/[405]734-8757. This requirement is for the repair/overhaul of #4 Front Bearing Air Seals applicable to the F100-PW-100/200/220/220E engines. NSN: 2840-01-276-9822NZ P/N: 4071088; and/or NSN: 2840-01-041-2255NZ P/N: 4050431; and/or NSN: 2840-00-326-6530NZ P/N: 4036973; and/or NSN: 2840-01-243-2472 P/N: 4066528. The approximate/issue response date will be 17 Sep 2004. The government contemplates awarding a firm fixed price requirements type contract for a one (1) year basic contract period with four one (1) year option periods. The estimated quantity per period is as follows: Basic: 540 ea; Option 1: 415 ea; Option 2: 329 ea; Option 3: 300 ea; Option 4: 309. The Government?s required schedule is 35 ea per month (max) 30 days after receipt of reparables/order. Items will be delivered to FB2039 (Tinker AFB, OK). Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirements at the time of award in accordance with FAR 52.209-1. The government is not required to delay contract award to review pending Source Approval Requests (SAR?s). Therefore, offerors are encouraged to submit SAR?s as soon as possible. If the government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards. The currently approved source is Chromalloy - Oklahoma. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. No telephone requests will be accepted. Hardcopies of the solicitation will not be mailed out from this office. All responsible sources may submit a bid, proposal or quotation, which shall be considered by the agency. This solicitation will be posted via the Federal Business Opportunities website www.fedbizops.gov. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
