- Request For Offer (RFO) DTFAWA-04-R-00002 is hereby issued as a FINAL solicitation document. The Federal Aviation Administration (FAA) has a requirement for the acquisition of services to support the implementation and maintenance of new communications systems and facility modernization in the National Airspace System (NAS). Engineering, site preparation, construction, program documentation, software and hardware purchase, and software and hardware installation are required for a successful implementation. The successful contractor will be required to provide all aspects of project oversight, financial oversight, engineering, technical documentation, maintenance, procurement, construction, integration, implementation, vendor/subcontractor oversight, and acceptance testing support. In addition, the contractor will be providing telephony and information technology equipment. The Statement of Work (SOW) further defines the FAA's requirement. The contract has a potential performance period of seven years, consisting of one base year with six (12 month) option periods. This Request For Offers (RFO) is a competitive acquisition 100% set-aside for Small Economically Disadvantage Business (SEDB) 8(a) concerns. OFFERS ARE REQUIRED TO BE CERTIFIED BY THE U.S. SMALL BUSINESS ADMINISTRATION (SBA) FOR PARTICIPATION IN THE SBA'S 8(a) PROGRAM. The applicable North American Industry Classification System (NAICS) codes as follows: 541512-Computer Systems Design Services; 541513-Computer Facilities Management Services; 541519-Other Computer Related Services and 236210-Building Alterations, Nonresidential, Commercial and Institutional Buildings, General Construction. The Place of performance will be at various FAA locations. A list of locations where this work will be performed will only be released to those contractors that have provided proof of a current Top Secret clearance. The FAA will use competitive acquisition procedures employing best practices for conducting a competitive procurement as authorized by the Federal Aviation Administration Acquisition Management System (AMS) of 1996. Offers will be evaluated and contract award made on the basis of "Best Value to the FAA". Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for the costs incurred in the preparation and submission of proposal. Questions and Answers in response to the Request For Information Notice, dated August 3, 2004, are attached to this announcement. Whereby, the notification sought interested sources, industry involvement by soliciting suggestions from qualified parties on how to implement, development and define standards. The DRAFT document (SIR/RFO DTFAWA-04-R-00002) was provided for Public Comments. Proposals from interested offerors must be received no later than 2:00 a.m., EST, September 17, 2004. (See Instructions in Section L for specifics). Proposals in response to this notification must be submitted in writing to the address specified in Block 7 of the Standard Form 33.
