Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ Number 0163931 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This notice is not a set-aside and the associated North American Industrial Classification System code is 541512 and the size standard is $21 million. The Federal Bureau of Investigation intends to negotiate on a sole-source basis with Applied Biosystems for the following upgrades: CLIN 1: Data Collection 2.0 with Computer Upgrade for ABI 3100, Part Number 4347858 (Qty. 4 each); CLIN 2: Data Collection 2.0 without Computer Upgrade for ABI 3100, Part Number 4347074 (Qty. 3 each); and CLIN 3: Sequence Analysis Version 5.1, Part Number 4310990 (Qty. 21 each). These items are to support existing Applied Biosystems equipment owned by the FBI. These items are to be delivered within 30 days after receipt of order to the FBI, 2501 Investigation Parkway, Room 3220, Quantico, Virginia 22135, and shall be shipped F.O.B. Destination. The provision at 52.212-1, Instructions to Offerors?- Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation?-Commercial Items applies to this acquisition. ADDENDUM TO FAR 52.212-2: Paragraph (a) The following factors shall be used to evaluate offers: technical capability of item offered to meet the Government?s requirement and price. The factors are listed in the descending order of importance from most important to least important. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?-Commercial items, with the offer. The provision is available on the internet at www.acqnet.gov. The clause at FAR 52.212-4, Contract Terms and Conditions?-Commercial Items, applies to this acquisition.
