Description
This is a combined synopsis/solicitation procedure for a commercial item prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is DEA-04-B-0002, and it is issued as Invitation for Bids (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular 2001-24. The North American Industry Classification System Code (NAICS) is 531312. The small business size is $1.5 million. The Government [The Drug Enforcement Administration (DEA)] contemplates award of Firm-fixed price contract resulting from this solicitation for the acquisition of one-hundred and seven (107) private, secured indoor parking spaces for Official Government Vehicles (OGVs) for Philadelphia Divisional Office with in accordance with the terms and conditions and specifications set forth herein: (1) The contract terms will be the base period of October 1, 2004 through September 30, 2005, with four (4) successive twelve (12) month option periods. The exercise of the option periods will be at the Government?s discretion. (2) The parking garage shall allow self-parking only. All vehicles are to be parked by the DEA employees driving the Official Government Vehicles (OGVs). (3) The parking garage shall be opened for business twenty-four (24) hours a day, seven (7) days a week with unlimited ingress and egress. (4) The contractor shall provide clearly striped consecutively marked parking spaces in a private area within the secured parking facility. At no time including holidays, shall the general public have access to the parking spaces provided to the DEA. (5) The parking facility attendants will not be allowed to park the OGVs or keep sets of keys for the OGVs. Attendant parking is prohibited. (6) The parking garage shall be within a two-block radius of the Federal Building located at 600 Arch Street, Philadelphia, PA 19106. (7) The contractor shall provide a facility that is well lighted throughout, including stairwells, entrances, and all areas accessible to DEA personnel. (8) The delineated area must not be identified as the Drug Enforcement Administration. (9) Each parking space shall be large enough to accommodate a ?full-size? sedan, or a ?full-sized? van. For the purpose of this contract, ?full-sized denotes cars and van that weigh within the range of 1,755 Kilograms to 2,430 Kilograms totals. The Contractor?s performance, under any contract resulting from this solicitation, will be rated by the Government. This rating will be performed at least twice a year by the Contracting Officer?s Technical Representative (COTR) utilizing the Contractor Performance Report. The Contractor will be provided with an opportunity to respond to the rating and all comments, rebuttals, or additional information will be attached to the Performance Report and forwarded to the cognizant Contracting Officer. This information will be maintained by the contracting activity to provide information to other contracting activities regarding the Contractor?s past performance. All offerors desiring consideration must fully identify in writing, their capabilities to perform the mandatory requirements addressed herein by 3:00 P.M. EST on September 15, 2004 to Department of Justice, Drug Enforcement Administration, Office of Acquisition Management, 2401 Jefferson Davis Hwy, Alexandria, VA 22301, Attn: Ghazala Shabnam, Contract Specialist. All communications concerning this solicitation must be in writing and received by 3:00 P.M. EST no later than September 8, 2004 after publication of this notice.
