Description
17. This is a combined synopsis/solicitation, to procure commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This procurement is being issued as a Request for Quotes (RFQ). Submit offers on RFQ4091. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-24. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside, under North American Industry Classification System Code Number 334516 and the small business size standard is 500 employees. The purpose of this requirement is to express various recombinant forms of DC-SIGN and (2) isolate DC-SIGN-binding proteolytic fragments of gp120. The National Institute of Allergy and Infectious Diseases is issuing a Request for Quotations (RFQ4091) for procuring a quantity of one (1) equal to or better, AKTA FLPC with FRAC 950 chromatography system, as manufactured by Amersham. The system must include: a) complete chromatography system with flow rates of 0.01 to 20 ml/min at pressures up to 5 MPa;. b) Model P-920 system pump; c) Model M-925 Mixer for precision gradient formation; d) Model INV-907 injection valve; e) Model UPC-900 UV/pH/conductivity monitor with fixed wavelength detection (a wide range of optional filters are available for detection of proteins and peptides); f) Model FV-903 Waste valve; g)Model Frac950 Fraction collector for collecting up to 120 samples in 16 mm tubes and 8 samples in 30 mm tubes (optional racks microtitre plates, small tubes, small bottles or funnels are also available); h) Unicorn software package; i) System must include installation and training. Evaluation criteria: a) price; b) technical capability to meet government needs; c) delivery; d) warranty; and e) set-up and installation. FOB Point shall be Destination, inside delivery required to Bethesda, MD, 20892. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.225-3 Buy American Act also applies. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. (B) (1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Offers must be submitted no later than 5:00 p.m. Eastern Daylight Time (EDT), September 16, 2004.
