Description
The National Cancer Institute (NCI), Experimental Transplantation and Immunology Branch (ETIB), Center for Cancer Research (CCR), plans to procure on a sole source basis an Vanguard 355 nm 350 mW mode-locked solid state laser with Spectra-Physics, 1335 Terra Bella Ave, PO Box 7013, Mountain View California,94039. The services and supplies will be procured in accordance with FAR Part 12. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The NCI Experimental Transplantation and Immunology Branch Flow Cytometry Core Laboratory, provides essential optical biology services to the Branch and to other investigators in the NCI and NIH. The core is committed to maintaining an up-to-date array of instrumentation for its investigators. Our BD Biosciences FACSVantage DiVa flow cytometer currently relies on a Coherent I-302C krypton-ion laser as our sole course of ultraviolet excitation for cell sorting. This laser is necessary for a number of flow cytometry techniques, including Hoechst side population analysis of stem cells, and measurement of calcium flux in immune and tumor cells. This laser is very maintenance and utility-intensive, requiring a high-voltage AC line (208 volt , 3 phase power line with 60 amps per phase of current), a continuous source of chilled building water, and a recirculating heat exchanger to maintain proper laser temperature. This laser is still functional but is reaching the end of its useful service life (5 years). The NCI ETIB Flow Core is planning to move to the new Hatfield Clinical Research Center (CRC) in October 2004. Unfortunately, the space reserved for the core does not have the necessary high voltage electrical and chilled water lines necessary to operate the Coherent I-302C laser. Unlike the current Coherent unit, the Vanguard laser requires only normal 110V electrical service and needs no water cooling, eliminating the need for a chilled water source and a recirculator. This unit represents the state-of-the-art in solid state laser technology and has far fewer maintenance requirements than the krypton source, which requires frequent alignments to maintain its power level. The Vanguard laser will operate at a much lower per-hour cost and is expected to have a 10,000 hour lifetime, well in excess of our current krypton unit. Spectra-Physics is the only source known to the NCI that is currently the only manufacturer to produce a mode-locked solid state UV laser with sufficient pulse frequency (>10 MHz) and duration to function as a source for flow cytometry. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, September 9, 2004.
