- Description
- The Defense Advance Research Projects Agency hereby issues Amendment 03 to the OAV II RFP to clarify areas of the document. (1) The R&D status report described in Section C-2, the Progress Report described in section F, and the Monthly Report Status Report described in Section 1.8 and 2.9 in the SOW all refer to the same report; (2) Each proposal is to provide Not to Exceed (NTE) prices for the options for both Phases II and III. Section L-2.1 is updated to reflect this requirement; (3) It is expected that performance of this effort will involve technologies and data that are subject to EAR and ITAR. The contractor will be responsible for verifying their compliance with EAR and ITAR. Contractors should seek advice from their international trade compliance experts on all ITAR issues. DARPA will not assume responsibility for ITAR and EAR compliance verification; (4) Under Key Systems Attributes of the SOO, there is no AUPC requirement for the GCS. It is envisioned to be a toughbook type PC; (5) Past Performance questionnaires are due by 5 September 2004; (6) This RFP is assigned a DPAS rating of DO-A1; (7) The anticipated award date for the Base effort is approximately 1 October 2004. The anticipated duration of the optional Phases is identified in Section C-1, Scope of Work; (8) The service ceiling is to 11,000 ft in the standard atmosphere. When the required 100 ft/min Vertical Rate of Climb (VROC) at 11,000 ft , the Armys standard VTOL performance criteria which requires that VROC be calculated at zero forward speed will be used. The Army's standard hover performance criteria shall be used to calculate compliance with the OAVII requirement for 100 ft/min VROC at 11,000 ft. density altitude; (9) Regarding the payload and fixed equipment associated with their volumes, the payload volume is 385 cubic inches, and is cylindrical with a diameter of 7 inches and a height of approximately 10 inches.
