- The Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) intends to award an 8(a) sole source Indefinite Delivery/Indefinite Quantity Contract (ID/IQ) with Labor-Hour task orders. This requirement is a follow-on to Contract 68-W-01-062 with The Pertan Group. It is anticipated the contract period of performance will be for a base year with two (2) one-year option periods for a total period of performance of 36 months. The contract will have an estimated total level of effort of 7,140 professional and technical hours. It is anticipated that the contract will have an effective date of September 28, 2004. Alternate proposals will not be accepted. The NAICS code for this requirement is 541611 "Administrative Management and General Management Consulting Services" with a size standard for small business of $6 million. This requirement pertains to the Energy Star symbol as it appears on commercial real estate as well as to the process of improving the energy performance of businesses of all types. The assessment of energy performance is required to both apply the Energy Star label appropriately and to facilitate the process of improving energy performance. Thus, for the entire non-homes/non consumer market, the Contractor shall provide technical support, in the form of Measurement and Verification Algorithms, Benchmarking, Statistical Analysis, Engineering Analysis, and Website development and updating, for Energy Star. The purpose of this announcement is to notify interested parties of EPA's intention to award an 8(a) sole-source contract and to direct interested parties to EPA's "Doing business with EPA" Internet World Wide Web site at http://www.epa.gov/oam for further information on this procurement as it becomes available. The RFP, amendments and other related items for this procurement will be posted on this web site and can be downloaded and/or viewed.
