Description
It is the intent of the National Library of Medicine (NLM) to acquire professional services on a sole source basis under authority of FAR 6.302 from K-Prog Enterprises, OltoU. 10. II/15, Hungary. The purpose of the procurement is to acquire highly specialized professional services with specific expertise in advanced development work on the ToxSeek R&D system. The period of performance is for one (1) year with four one-year option periods. NLM will own all software programs including source codes and data developed for this purchase order. Requirements. K-Prog Enterprises shall: 1) Propose and/or refine, implement and test and evaluate innovative NLP algorithms and techniques; 2) Integrate selected NLP algorithms and solutions into ToxSeek; 3) Design, implement and test and evaluate NLP custom tools and technologies for diverse and specialized applications in toxicology and environmental health, HIV/AIDS, homeland security and other domains and specialized disciplines to be designated by the NLM; and 4) Reuse, operationally evaluate and deploy specialized ToxSeek implementations in collaboration with other federal agencies. Sole Source Justification. K-Prog is uniquely qualified to provide the above services. K-Prog principals and software developers have highly specialized and unique expertise, having designed the ToxSeek system architecture and having integrated advanced proprietary Natural Language Processing, intelligent clustering, focused drill-down and automatic system configuration software components into the ToxSeek system at NLM. K-Prog experts and developers have over seven years of experience in performing these services, three years with NLM as individual contractors. K-Prog staff has substantial hands-on experience in information retrieval, database management and natural language processing with specialized expertise in thesauri, ontologies and web search software development. K-Prog staff have expert knowledge of the following key software development tools, all of which are necessary to perform these services: Ant, Java, Javascript, SQL, MySQL, UML, SOAP, SAAJ, XML/XSL/XSLT, JAXP JAX/RPC, JAXB, JSP, JSF, JXTA, WSDL. Jakarta/Lucene and Apache/TomCat. In addition, K-Prog developers have specific and highly specialized expertise involving the advanced proprietary NLP component of the Toxseek system, and in-depth familiarity with other specialized dictionary and NLP technologies utilized in the ToxSeek system for English and medical terminology and chemical names, as well as specialized taggers and parsers in support of the ToxSeek R & D project. This service will be solicited using FAR Part 12 (Acquisitions of Commercial Items). This is not a Request for Quotations (RFQ), nor is an RFQ available; however, all interested parties may submit a capability statement which will be considered by the NLM. The capability statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capability statements received in response to this notice will be evaluated based on the following evaluation criteria: 1) Documented evidence of experience in developing innovative and highly specialized advanced NLP technologies; documented and specific capability to implement specialized algorithms for spelling error detection and correction for general English, medical terminology, and chemical names; documented ability to develop specialized tagging and parsing tools, clustering algorithms and focused dynamic drill-down techniques; documented evidence of developing advanced merging and ranking algorithms for improved retrieval precision and relevance from heterogeneous data sources; demonstrated experience in areas of information retrieval, database management, natural language processing, and software development involving diverse NLM applications. (70 points); and 2) The capability statement describes approaches used in the past to accomplish tasks similar to those described above. Milestone and/or phasing charts should illustrate a logical sequence of events. (30 points) Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
