Description
THIS SYNOPSIS IS A SOLE SOURCE NOTICE OF INTENT. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION DOCUMENT EXISTS. PROPOSALS ARE NOT BEING REQUESTED. The National Heart, Lung, and Blood Institute intend to negotiate on a non-competitive basis with Innovative Interfaces, Inc., 5850 Shellmound Way, Emeryville, California 94608, to purchase an additional software license to enable a full data migration for the NIH Library?s Innovative System databases. The sole source determination is based upon the fact that the NIH Library has assumed the responsibility for hosting and maintaining the Innovative Interfaces Innopac system for the Health Science and Research Library, formally known as the Parklawn Library. Also, the Innopac software system is a proprietary product of Innovative Interfaces, Inc., and there are no other responsible sources that will satisfy agency requirements. The North American Industry Classification (NAICS) Code is 541519 and the Size Standard is $21.0M . This acquisition is being conducted under simplified acquisition procedures and is an exempt requirement in accordance with the provisions of FAR Part 6.001(a). The determination by the Government not to compete the proposed contract is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining the availability of sources for the conduct of future acquisitions. Parties may identify their interest and capabilities in response to this requirement, by submitting their response to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter, referencing synopsis number ?NHLBI-PS-2004-145.?
